I myself am still learning as well and most of what I have learned about the EU and Bible prophecy is because of the diligent watching and reporting by Herb L. Peters. Short History of the EU

Wikipedia: The European Union (EU) is a supranational and intergovernmental union of 27 democratic member states in Europe. The European Union was established under that name in 1992 by the Maastricht Treaty. Many aspects of the Union existed before then through a series of predecessor relaIn 1985, the Schengen Agreement abolished passport control and customs checks for most member states within EU's internal borders, creating, to some extent, a single area of free movement for EU citizens to live, travel, work and invest. A Common Foreign and Security PolicyCommon Foreign and Security Policy was established as the second of the three pillars of the European Union.

Important EU institutions include the European Commission, the Council of the European Union, the European Council, the European Central Bank, the European Court of Justice, and the European Parliament which is elected every five years.

Working Groups - Nameless bureaucrats meeting behind closed doors in a multinational setting, where they are writing laws to integrate and harmonize laws. (20 "working groups" were created following the Security & Prosperity Partnership (SPP) meeting March 23, 2005 to harmonize America's laws with Mexico and Canada. America is also ceding power to Europe in certain emergency situations.)

The “Maastricht Treaty” called the EU (European Union) might have created the ten kings of Daniel 7 and Revelation 17 in 1995. It has been under the Church Radar ever since. Most likely because that church is looking at Papal Rome when we should be looking at Governmental Rome. The Great Roman Empire.

The Maastricht Treaty (1992) established EU citizenship and the European Monetary Union (EMU). The Treaty of Maastricht (1992) introduced new forms of co-operation between the member state governments. By adding this inter-governmental co-operation to the existing "Community" system, the Maastricht Treaty created the European Union (EU).

European Neighborhood Policy / Barcelona Process or Barcelona Declaration (ENP) The Euro-Mediterranean Conference of Ministers of Foreign Affairs in Barcelona, on November 27-28, 1995, established the Euro-Mediterranean Partnership (EMP) This marked the starting point of the Euro-Mediterranean Partnership called the Barcelona Process, with the overall objective of turning the Euro-Mediterranean basin into an area of dialogue, exchange and co-operation guaranteeing peace, stability and prosperity.


E.U. "ROMED"

There is a wide framework of political, economic and social relations between the Member States of the EU and Partners of the Southern Mediterranean. The latest EU enlargement, on 1st May 2004, has brought two Mediterranean Partners (Cyprus and Malta) into the European Union, while adding a total of 10 to the number of Member States. Regional and multilateral co-operation complements and reinforces the approach. Regional programs operate in all three domains of the Barcelona Declaration, namely the
  1. political and security dimension
  2. the economic and financial dimension
  3. the social, cultural and human dimension.
Regional activities are open to all the partners. On a multilateral level, they adopted the Barcelona Declaration, composed of three pillars for developing the main elements of a political and security partnership,
  1. The definition of a common area of peace and stability through the reinforcement of political and security dialogue (Political and Security Chapter).
  2. The construction of a zone of shared prosperity through an economic and financial partnership and the gradual establishment of a free-trade area (Economic and Financial Chapter).
  3. The rapprochement between peoples through a social, cultural and human partnership aimed at encouraging understanding between cultures and exchanges between civil societies (Social, Cultural and Human Chapter).

On March 28, 2006 Acting Prime Minister Ehud Olmert declared victory in Israel's elections Tuesday, saying he will seek negotiations with the Palestinians.

The European Union (EU) has over 456 million inhabitants and currently has 25 member states. The Western European Union (WEU) was actually made up of 28 European nations. At that time, the 28 nations in the WEU were divided into four different types of membership.

Only the 10 Member States had full voting rights

The ten nations from this are the ten horns:

All these have been members of NATO and are also members of the EU with Javier Solana being the ex-leader of NATO

The little Horn:
Javier Solana?

Javier Solana was the 1995-1999 NATO Secretary General. He left that job two months early, in October 1999 to take the newly created position of Office of the High Representative of the Common Foreign and Security Policy (CFSP) of the EU a position created by the Council of Vienna in December 1998 and encoded in Section 666, Javier Solana is Secretary General of both the European Union and the 10 nation permanent member Western European Union (ten Horns). In December 1998, the Vienna European Council expressed the opinion that the Secretary-General of the Council and High Representative for the CFSP should be appointed as soon as possible and be a personality with a strong political profile. It invited the Council to prepare common strategies on Russia, Ukraine, the Mediterranean region and the western Balkans, on the understanding that the first would be on Russia. Welcoming the new impetus given to the debate on a common European policy on security and defense, the European Council also noted that the CFSP should be backed by credible operational capabilities. He has been officially designated to serve as the powerful new Foreign Minister of the European Union under its new constitution, effective upon full ratification expected in 2006.

Then go here to see Javier Solana's credentials. As such Javier Solana will combine the positions of Commissioner of External Relations and Common Foreign and Security Policy chief. This advisory body is expected to grow as he continues to enlarge his EU roles. It is expected that ratification will be complete sometime in 2006 and that new roles may begin in 2007. Under the new constitution, he will easily be the most powerful figure in the European government, he having a unique power of initiative not even shared by the presidency. He will also automatically serve as Vice President of the European Commission.

The EU is not a military entity but a political one and their power is not in might but in commerce

The EU’s Euro-Mediterranean Partnership for Peace (EUROMED or EU "Romed") combined with the EU’s new European Neighborhood Policy (ENP) and coming seven-year budget period may set the stage perfectly for the seven year trib.

My personal belief differs on this point. There is not "seven year trib" spoken of in scripture. There is a seven-year period of time called the 70th week of Daniel, but only 3½ years of that is the time of great tribulation. I view the seven year covenant as Satan's plan for Israel while God's eternal plan, the 70th week of Daniel, is set apart from that time. I believe that the 70th week of Daniel starts when Israel's judgments are completed, which happened to be Rosh Hashanah, 2005. This is 14,000 days after the end of Ezekiel's 430 days prophecy.


This seven-year budget term begins on January 1, 2007 and ends December 31, 2013. The EU leaders run their political agenda around their budget. In other words, the ENP was created to finance Javier Solana's foreign policy objectives for peace -- the confirming of his Euro-Med covenant with many -- for a seven-year period, Daniel 9:27 This "confirming" many Bible scholars believe Scripture actually says the coming Antichrist will "confirm," or "make strong," an existing agreement for seven years -- not make a new one.

This is another point that makes me separate the 70th week of Daniel from the 7 year confirmed covenant with many. The first 69 weeks of Daniel were 360 day years and fulfilled to the day. The modern calendar is 365 days. Again, I believe the answer is in the recognition of two periods of 7 years in Daniel 9:27. God's calendar (70th Week of Daniel) and the end-time calendar (confirmed covenant / 1st Seal).

An Unfinished Tower

Above is an illustration of the one of the buildings of the European Parliament in Strasbourg France, the Louise Weiss Building, which includes a tower that appears to be unfinished. Below on the left is a painting done in 1563 of the Tower of Babel, by Pieter Brueghel the Elder, a Flemish Northern Renaissance Painter. Below on the right is a poster produced by the European Union symbolically depicting their mission. It combines the 12 stars of the EU flag with the rebuilding of the tower of Babel with the motto Europe: Many Tongues One Voice. Note also that the stars are shown as inverted pentagrams, an occult symbol for Satan.

The tower of the Louise Weiss Building (shown below), although it looks unfinished, was designed with the expressed purpose of resembling the tower of Babel as depicted in Brueghel's painting!

The European Union Constitution

The European Union is clearly saying symbolically that their goal is a defiant reversal of an act of God. The prophecy of Daniel chapter 2 tells us that this end-time attempt at unification will ultimately fail as an unfinished work, that it will soon be replaced by the Kingdom of God.

Daniel 2:43,44
And whereas thou sawest iron mixed with miry clay, they shall mingle themselves with the seed of men: but they shall not cleave one to another, even as iron is not mixed with clay. And in the days of these kings shall the God of heaven set up a kingdom, which shall never be destroyed: and the kingdom shall not be left to other people, but it shall break in pieces and consume all these kingdoms, and it shall stand for ever.

The EU expanded from 15 members to 25 in 2004, making a new constitution necessary for practical governing.  Before it could come into effect, the EU constitution had to be ratified by all 25 EU member states, either through a referendum or by a parliamentary vote. Nine countries already had done so: Austria, Hungary, Italy, Germany, Greece, Lithuania, Slovakia, Slovenia and Spain, however, rejection by even a single remaining country would prevent it from taking effect in November of 2006.  The "no" vote that derailed the EU constitution happened on May 29th, 2005 in France. The Netherlands also voted "no" on June 1st, 2005 and the United Kingdom announced on June 6th, 2005 that it would not vote on the constitution. For all practical purposes, the EU constitution and its attempt at unity is dead.

As of January 1, 2007, the EU expanded to 27 nations with the addition of Bulgaria and Romania.

The European Union dropped plans for a constitution and decided to amend two existing treaties instead. Signed by the heads of state in Lisbon on December 13th, 2007, it must be ratified by all 27 member nations to go into effect, so like the failed constitution, a single no vote will prevent the Lisbon treaty from being implemented.

I believe it may be that the three "no" votes could be represented in Bible prophecy by the 3 horns that are plucked up by their roots. With the Lisbon Treaty, the European Constitution is going through, giving great power to the President and Foreign Minister and create a "European State" regardless of derailing previously by France, Netherlands and Britain. This is the fourth kingdom, the revived Roman Empire...

Daniel 7:7,8
After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly; and it had great iron teeth: it devoured and brake in pieces, and stamped the residue with the feet of it: and it was diverse from all the beasts that were before it; and it had ten horns. I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things.


Freedom, Security, Privacy - European Home Affairs in an Open World

Thanks to Constance Cumbey for bringing this to my attention. I just came across the website www.statewatch.org and its monitoring of the state and civil liberties in Europe. The following comes from their site regarding the following report and some sections of the report I have linked below:

"The Council Presidency (France) sent this report to COREPER (high-level committee of Brussels-based representatives of all EU member states) and the Council (Ministers) in a document dated 9 July 2008 - it was discussed at the Justice and Home Affairs Council on 24-25 July. However, it was not "archived" (made publicly available) on the Council's public register of documents until 11 September 2008 - two months later and the same day that Statewatch released its report on the Future Group's report on European Home Affairs: The Shape of Things to Come Statewatch had put this document on its website: Future Report: Freedom, Security, Privacy – European Home Affairs in an open world (pdf) on 7 August 2008. Tony Bunyan, Statewatch editor, comments: "The Council's report on the future direction of EU justice and home affairs policies raises fundamental questions on privacy, civil liberties and the kind of society we want to live in. This analysis looks at the ideology in the Future group report, Freedom, Security and Privacy - the area of European Home Affairs. The EU is currently developing a new five year strategy for justice and home affairs and security policy for 2009-2014. The proposals set out by the shadowy ‘Future Group’ include a range of extremely controversial measures including techniques and technologies of surveillance and enhanced cooperation with the United States.

This examines the proposals of the Future Group and their relation to existing and planned EU policies. It shows how European governments and EU policy-makers are pursuing unfettered powers to access and gather masses of personal data on the everyday life of everyone – on the grounds that we can all be safe and secure from perceived “threats”.

The Council of the European Union's "Future Group" presented its final report at the Justice and Home Affairs Council's July 2008 meeting. This will lead to a new justice and home affairs programme for 2010-2014, following the "Tampere" programme (1999-2004) and the "Hague" programme 2005-2009. The final programme will be proposed by the European Commission, then amended and adopted by the Council. It will set out a detailed programme for both new measures and practices for the five-year period.

The “Timetable” indicates that the new five year plan will be adopted under the Swedish Council Presidency in the second half of 2009 – the “Stockholm programme” maybe.3 The final report is intended to be the basis of a proposal from the European Commission and unlike the processes for the adoption of the Tampere and Hague programmes it also suggests that the European Parliament will be consulted - but, as usual, the Council of the European Union (the 27 governments) will have the final say on its content.

The group was set up in January 2007 - Ministers had agreed to a German Presidency proposal at the Informal JHA meeting in Dresden on 14-16 January 2007 and later "in the margins" of the JHA Council on 14 February 2007.4 Its final report is from the "Informal High Level Advisory Group on the Future of European Home Affairs Policy" and is entitled: Freedom, Security and Privacy - European Home Affairs in an open world. A separate report was also published on Justice.5 The Tampere and Hague programmes were concerned with both home affairs and justice so this separation is unusual but deliberate - in many member states the Justice Ministries are often perceived as being more "liberal" as they cover peoples' rights in the criminal justice system whereas Interior Ministries are more concerned with the agencies that exercise coercive powers over citizens and migrants... "1. At the informal meeting of Ministers of Interior and Immigration in Dresden in January 2007, the German Minister of the Interior and the Vice President of the European Commission responsible for Justice, Freedom and Security proposed the creation of an informal Group at ministerial level with the objective to consider the future of the European area of justice, freedom and security. The findings and recommendations of the Future Group are meant to be an important contribution and a source of inspiration for the European Commission's proposal for the next multi-annual programme in the field of Justice and Home Affairs." (Pg. 5)

Preserving Internal Security and External Stability

Police Cooperation

"5. The Group recommends deepening law enforcement cooperation within the Union while ensuring that the different aspects of this cooperation progress consistently and while preserving active cooperation in the field. Police forces in the Union belong to Member States’ field of competence. In the years to come, these law enforcement services should, however, get closer to each other. There is a need for improving the environment of police cooperation, especially by reinforcing Europol, exchanging knowledge and integrating police file management and security technologies." (Pg. 6)

Fight against terrorism

"12. The Group recommends that the work initiated within the scope of the 2005 European Union Strategy be carried on and further developed so as to fight terrorism based on a comprehensive global approach. The European Union must ensure that Member States’ competences and resources are better tapped, since these are responsible for the operational fight against terrorism." (Pg. 8)

"13. The Group deems it advisable that the different actors of the fight against terrorism be better coordinated within the Union and that, therefore, a concept should be developed on the future institutional architecture in this area. The Group suggests an improvement of the information flow between Member States’ law enforcement authorities, Eurojust and Europol. In this context, the role of the Joint Situation Centre (SitCen) should be analysed with particular consideration." (Pg. 8)

Terrorism defined according to Alliance of Civilizations perhaps?

"15. Regarding external relations, better political, technical and operational cooperation should be reached with third countries, especially with countries most affected by the menace of terror as well as the Union’s major strategic partners – the United States and Russia."

Border Management and Cooperation with Third Countries

"34. The European Union border management policy is coming to the end of its first phase, which aimed mainly at the abolition of internal borders controls. Member States admit that the cooperation of law enforcement teams on external borders is necessary to reach an effective and mutually supportive policy." (Pg. 12)

"37. The Group thinks that Frontex must play a central role in maximising threat analysis; cooperation between Member States (Frontex should especially be in a position to manage joint operations); training of Member States’ border guards and reinforcing links with third countries in this field. The resources belonging to Frontex – personnel and equipment – must be reinforced. The agency should also be given the responsibility to regularly evaluate and inspect national border forces." (Pg. 13)

Using new technologies and information networks

"44. In a space where people and goods move freely, information exchange is a key component of European security. The Hague-Programme established the Principle of Availability. The Group estimates that European information networks should now be developed from a legal as well as from a technical standpoint, with a global and coherent approach taking fully into account operational needs. It therefore recommends implementing a European Union Information Management Strategy (EU IMS) promoting a coherent approach to the development of information technology and exchange of information." (Pg. 14)

Which strategy can best take up the 2010-2014 challenges?

"52. The underlying thread to a coordinated management of European migration and security issues could be the convergence principle. The aim of this idea is to bring Member States closer not only by means of standardisation when necessary but also by operational means. Common training programmes, exchange networks, solidarity mechanisms, the pooling of some equipment, simpler cooperation procedures, and of course, information exchanges are essential ways of reaching true and genuine operational cooperation between the Union’s Member States." (Pg. 16)

The Lisbon Draft Reform Treaty (December 17, 2007)

"The Treaty of Lisbon changed name from the "Reform Treaty" when it was amended and signed in Lisbon, Portugal, by the prime ministers and foreign ministers of the 27 EU Member States on December 13, 2007. The treaty retains most of the content of the proposed EU Constitution which was rejected in the French and Dutch referendums on May 29 and June 1, 2005, respectively. The Lisbon Treaty amends the Treaty on European Union (TEU) and the Treaty establishing the European Community (TEC), which is renamed "Treaty on the Functioning of the European Union" (TFEU). Following the parliamentary ratification of the Lisbon Treaty by all Member States by the end of 2008, it is aimed to have the Treaty come into force on January 1, 2009. Whereas the EU Constitution was to be subjected to a referendum in ten Members States, only Ireland held a referendum on the Lisbon Treaty."

The Lisbon Treaty is basically the European Constitution under a different name. It offers many of the powers previously sought to create a Foreign Minister position that would speak for Europe. Regarding who that power has been given in the past, I will let the leaders speak for themselves.

Another interesting bit of information I just learned from a reader, the city of Lisbon was named after the river Lisso, meaning light or illuminate. That same river was also called Lucio. More on the history of  Lisbon Some other information, in Latin, the word Lucifer means light bringer. I'm sure it's just coincidence that the city chosen to bring about the consolidation of Europe into a super-state, the fourth kingdom, is so named.

In short, I will share some excerpts from this new European government structure and show also how it is connected to NATO and thereby the United States to have military and civilian assets available in the event of an emergency as determined by the leadership to conquer terrorist forces if need be to keep order, peace and security. 1 January 2009, the Conference requests the competent authorities of the Member State holding the six-monthly Presidency of the Council at that time, on the one hand, and the person elected President of the European Council [the largely ceremonial "figurehead"] and the person appointed High Representative of the Union for Foreign Affairs and Security Policy [likely Dr. Javier Solana], on the other hand, to take the necessary specific measures, in consultation with the following six-monthly Presidency, to allow an efficient handover of the material and organisational aspects of the Presidency of the European Council [6-mo. rotating, i.e., Czech Republic on 1/1/09] and of the Foreign Affairs Council [foreign policy constituents of Dr. Solana's, imho].


P.S. Could be wrong, but also believe there is a very strong likelihood that the false prophet will likely be the "figurehead" president of the Council and would venture to guess that the individual who will fill that position has already been selected.

Article 15:

6. The President of the European Council

(a) shall chair it and drive its work;

(b) shall ensure the preparation and continuity of the work of the European Council in cooperation with the President of the Commission, and on the basis of the work of the General Affairs Council;

 (d) shall present a report to the European Parliament after each of the meetings of the European Council.

Article 17: Commission duties

1. The Commission shall promote the general interest of the Union and take appropriate initiatives to that end. It shall ensure the application of the Treaties, and measures adopted by the institutions pursuant to them. It shall oversee the application of Union law under the control of the Court of Justice of the European Union. It shall execute the budget and manage programmes. It shall exercise coordinating, executive and management functions, as laid down in the Treaties. With the exception of the common foreign and security policy, and other cases provided for the Treaties, it shall ensure the Union's external representation. It shall initiate the Union's annual and multiannual programming with a view to achieving interinstitutional agreements....

Article 18: The High Representative of the Union for Foreign Affairs and Security Policy

1. The European Council, acting by a qualified majority, with the agreement of the President of the Commission, shall appoint the High Representative of the Union  for Foreign Affairs and Security Policy. The European Council may end his or her term of office by the same procedure.

2. The High Representative shall conduct the Union's common foreign and security policy. He or she shall contribute by his or her proposals to the development of that policy, which he or she shall carry out as mandated by the Council. The same shall apply to the common security and defence policy.

3. The High Representative shall preside over the Foreign Affairs Council.

4. The High Representative shall be one of the Vice-Presidents of the Commission. He or she shall ensure the consistency of the Union's external action. He or she shall be responsible within the Commission for responsibilities incumbent on it in external relations and for coordinating other aspects of the Union's external action. In exercising these responsibilities within the Commission, and only for these responsibilities, the High Representative shall be bound by Commission procedures to the extent that this is consistent with paragraphs 2 and 3.

Article 24:

3. The Member States shall support the Union's external and security policy actively and unreservedly in a spirit of loyalty and mutual solidarity and shall comply with the Union's action in this area.

The Member States shall work together to enhance and develop their mutual political solidarity. They shall refrain from any action which is contrary to the interest of the Union or likely to impair it effectiveness as a cohesive force in international relations.

The Council and the High Representative shall ensure compliance with these principles.

Article 42: Provisions on the Common Security and Defence Policy

1. The common security and defence policy shall be an integral part of the common foreign and security policy. It shall provide the Union with an operational capacity drawing on civil and military assets. The Union may use them on missions outside the Union for peace-keeping, conflict prevention and strengthening the international security in accordance with the principles of the United Nations Charter. The performance of these tasks shall be undertaken using capabilities provided by the Member States...

3. Member States shall make civilian and military capabilities available to the Union for the implementation of the common security and defence policy, to contribute to the objectives defined by the Council. Those Member States which together establish multinational forces may also make them available to the common security and defence policy.

Member States shall undertake progressively to improve their military capabilities. The Agency in the field of defence capabilities development, research, acquisition and armaments (European Defence Agency) shall identify operational requirements, shall promote measures to satisfy those requirements, shall contribute to identifying and, where appropriate, implementing an measure needed to strengthen the industrial and technological base of the defence sector, shall participate in defining a European capabilities and armaments policy, and shall assist the Council in evaluating the improvement of military capabilities.

4. Decisions relating to the common security and defence policy, including those initiating a mission as referred to in this Article, shall be adopted by the Council acting unanimously on a proposal from the High Representative of the Union for Foreign Affairs and Security Policy or an initiative from a Member State. The High Representative may propose the use of both national resources and Union instruments, together with the Commission where appropriate.


I believe the above alone to be a serious wake-up call to anyone who isn't aware that there is a legal framework being put into place that will become the New World Order headed by the man of sin to deceive the world and implement his control over the world from Europe. The 27 members must still ratify the Treaty of Lisbon, but there is little opposition and little understanding in Europe regarding the ramifications to sovereignty. Ireland is the only member state who held a referendum allowing the people to voice any opposition, but even though Ireland rejected the Lisbon Treaty, it is clear that the rest of Europe is notstopping the push. So who has ratified it so far?

Irish voters may back Lisbon treaty, poll reveals EU Observer (November 17, 2008) - A fresh poll has suggested the Irish could back the EU's Lisbon treaty in a second attempt, repeating the same scenario as with the vote on the previous EU institutional reform. The survey published in Irish Times on Monday (17 November) indicates there has been a change of mood among Ireland's voters since the June referendum, as 43 percent of respondents say they would vote for the Lisbon treaty against 39 percent who would vote No and 18 percent who have no opinion.

The poll asked people if they would vote for a modified document which would allow Dublin to keep a national commissioner in the EU executive. Under the existing version of Lisbon, the 27-strong commission should be reduced so that from 2014, two thirds of member states would rotate in being represented in the EU's key law-proposing body.

The other modification suggested by the authors of the poll was that the Irish would get clear confirmation of their neutrality and their right to rule on issues such as abortions or taxation, in a document attached to the treaty - an idea already supported by several EU leaders as a way to enable a second ballot in Ireland.

The Irish Times pointed out that when the "don't knows" are excluded this gives the Yes side 52.5 percent, with the No side on 47.5 percent, which compares to the referendum result in June of 53.4 percent No and 46.6 percent Yes.

The Irish government is due to decide on whether to hold a second vote in early December. "We will make that decision in advance of the December meeting," Irish foreign minister Micheal Martin told RTE television on late Sunday (16 November), referring to the EU summit of heads of states and governments to be held in Brussels on 11-12 December. "We have looked at a variety of alternatives," Mr Martin added in the TV interview, noting that the research carried out by the government "has shown up a range of issues people were concerned about."

A similar scenario as suggested by the Irish Times poll was followed in October 2002 when the Irish voted on the EU's currently-applicable Treaty of Nice for the second time, after rejecting it in a referendum held in June 2001. Back then, the government of Bertie Ahern received a so-called Seville Declaration on Ireland's policy of military neutrality from the European Council, the gathering of EU leaders.

EU treaty in peril as Irish 'No' camp takes the lead Times Online (June 6, 2008) - The Republic of Ireland is set to reject the Lisbon Treaty, destroying ambitions to salvage a draft European constitution. Rejection by only one of the European Union’s 27 member states would mean that the treaty — ratified by five parliaments so far — would fall. Ireland has been the only country to put the treaty to a referendum. According to an opinion poll published today in The Irish Times, 35 per cent of people surveyed intend to vote “No” in next Thursday’s ballot, more than double the 17 per cent figure in the newspaper’s last survey three weeks ago. Support for the treaty has fallen from 35 per cent to 30 per cent, with 28 per cent undecided and 7 per cent intending to abstain. “It will take an unprecedented swing in the last week of the campaign for the treaty to be carried,” The Irish Times says. Pollsters said that many voters had admitted that they did not understand the treaty, or what they were voting on. A “No” vote by Ireland would upset plans to create an EU president and foreign minister. The Lisbon Treaty is intended to streamline the workings of the EU now that it has expanded from 15 to 27 members, which means many more issues being decided by majority voting and the effective loss of national vetoes. Many in the “Yes” camp fear that the referendum will be a repeat of the one held in 2001 for the Nice Treaty, when voters overwhelmingly said “No”, even though most of the country’s political parties were in favour of the treaty. The rejection was a major headache for European leaders, but was overturned when the vote was held again a year later. This may also be a factor in the current campaign, with voters believing that they can take a “guilt-free poke” — as one potential “No” voter said this week — in the knowledge that it could be overturned later.


MEPs to use budget power over EU president perks EU Observer (April 22, 2008) - Members of the European Parliament are prepared to use their hold over the bloc's purse-strings to try and make sure that the proposed new EU president does not wield too much power. "The treaty is very clear about the duties [of the president]," the head of the parliament's budget committee, Reimer Boege, told EUobserver, noting that it says the person can have an administrative role, "but not take over an executive function." "Budget power is always used as a weapon. This is a principle," said the centre-right German MEP. The parliament, wary of upsetting the fine balance of power between the EU institutions, will have a chance to use this weapon when it comes to negotiations later this year on the 2009 budget. Mr Boege said that MEPs will looking out to see that if any extra perks for the president – a private plane and a residence are rumoured to be under consideration – would be "linked to lowering the communitarian level in the treaty", meaning reducing the power of the European commission and boosting inter-governmental politics. The MEP urged member states who are due to deliver a draft budget to the parliament before the summer to show a "flexible and responsible approach" and indicated that euro-deputies would be inclined to accept a staff set-up for the president that does not exceed that of the immediate staff of the European commission president (around 20). The first reading of the budget is due in October, but MEPs are already fretting about the institutional implications of the Lisbon Treaty, which is supposed to come into force by the beginning of next year. Earlier this month, senior MEPs, including parliament President Hans-Gert Poettering, met European Commission President Jose Manuel Barroso to raise certain points about the treaty, particularly concerning the remit of the proposed president. The treaty foresees a purely administrative role for the President of the European Council – the formal title of the post - organising the meetings of EU leaders. However, there is the potential for external representation overlap with the foreign minister and the commission president, while the role is also set to be defined by the person who gets the job. Small state, small job and a safe pair of hands European Voice (April 18, 2008) - Having Luxembourg's Jean-Claude Juncker as president of the European Council would best suit the interests of the EU's powerbrokers, says John Wyles. I have long thought that Jean-Claude Juncker could be a good prospect to win the new role of president of the European Council. While I would not bet my house on him, he must be the front runner following the recent publication of a Harris Interactive online poll conducted in five EU countries plus the US. Tony Blair may still be the candidate of French President Nicolas Sarkozy (though I doubt it) and others may think Angela Merkel prefers a European to a national role, but the smart money must be on Juncker. In the Harris poll he attracted 1% support in France as a candidate for the presidential role, 2% in Germany, 1% in Italy and even less in Spain and the UK. The Luxembourg prime minister is favourite not because he is uniquely qualified for the job. Nor is he a likely winner because his voice would command attention in Moscow, Washington or Beijing, where he may be accorded no more than a polite hearing. The prize will probably be his because, with the kind of public support and recognition unearthed by Harris, he is a perfect combination: no threat to the powers-that-be in national capitals while also a safe pair of hands. These advantages have earned several Luxembourgers top jobs over the last 50 years and have already made Juncker chairman of the Eurogroup of finance ministers. It has always seemed to me infinitely improbable that the leaders of the big member states would choose a political heavyweight such as Tony Blair as their first president of the Council. It seems equally unlikely that a political heavyweight would want the job, although good authority says that Blair aches for it. As one of the political godfathers of the Treaty of Lisbon and, therefore, presumably familiar with its contents, his ambition is difficult to credit. No matter how hard you try to stretch language, the tasks allotted to the president of the Council are perfectly suited to a retired Rotary Club chairman who knows how to drink his soup quietly. Formally, he/she has to prepare and preside over meetings of the Council and represent the Union on those formal occasions (signings of trade agreements, political protocols etc) at home and abroad that, in some people, sap the will to live. When they embraced the draft Lisbon treaty, there is no evidence that it was in the minds of the heads of state and government to appoint someone “who might actually walk tall on the international stage” as Philip Stephens, the Financial Times commentator, so hotly desired in a recent article. There are other reasons for opting for Prime Minister Juncker or his equivalent from another small member state. Damaging turf battles between the presidents of the Council and the European Commission and the High Representative (who is bound to be known to the media as “Europe's foreign minister”) will be an ever-present danger, but rather less likely if the Council is led by someone who is not aspiring to be a master of the universe. It will be difficult enough to establish clear institutional coherence and responsibility with a High Representative anchored in both the Commission and the Council of Ministers, without the complication of a Council President competing for power in that narrow space occupied by a common foreign and security policy. more...


It's the end of Britain as we know it Christian Science Monitor (March 24, 2008) - The Lisbon Treaty spells the end of a sovereign Britain. You might want to take that vacation in England just as soon as you can – before its 1,000-year run as a sovereign nation comes to an end. This winter, 27 nations of the European Union (EU) signed the Treaty of Lisbon. You may think, "Innocuous enough," as Portuguese-inspired visions of the Tagus River and chicken piri-piri swirl before your eyes. But for England (Britain, actually) the Treaty of Lisbon isn't that appetizing. That's because, if ratified, it will become the decisive act in this creation of a federal European superstate with its capital in Brussels. Britain would become a province and its "Mother of Parliaments," a regional assembly. And that's no small humiliation for a country that gave the world English and saved Western civilization in the Battle of Britain in 1940. The Eurocrat elite in Brussels might not admit it, but the Treaty of Lisbon is essentially a constitution for a "country" called Europe. More bluntly, it's a cynical repackaging of the EU Constitution rejected by French and Dutch voters in 2005. Former Prime Minister Tony Blair promised to put the EU Constitution to the British people in a referendum. But his successor, Gordon Brown, has reneged on that promise. He insists that the Treaty of Lisbon is shorn of all constitutional content and that it preserves key aspects of British sovereignty. On March 11, the bill to ratify the treaty cleared the House of Commons. And now the Brown government is poised to win passage in the House of Lords, too. But British resistance is stirring. In a recent series of mini referendums, almost 90 percent of voters gave the Lisbon Treaty an emphatic thumbs down and demanded a nationwide referendum. If all 27 nations ratify the treaty this year, it will begin to come into effect on Jan. 1, 2009. The British will then be expected to transfer loyalty and affection to the EU and devote themselves increasingly to its wellbeing. With its flag, anthem, currency, institutions, regulations, and directives, the EU has long been indistinguishable from a nation-state-in-waiting. Now the Lisbon Treaty gives it those requisites of nationhood it's always lacked: a president, a foreign minister (and diplomatic corps), a powerful new interior department, a public prosecutor and full treaty-making powers. Add to those its common system of criminal justice, an embryonic federal police force, and the faintly sinister-sounding European Gendarmerie Force, and what this union becomes is a monolithic state with great power pretensions. Most alarmingly, though, is that the Lisbon Treaty can be extended indefinitely without recourse to further treaties or referendums. That 27 European nations are on the verge of being reconstituted as a federal European superstate is substantially the achievement of the fanatical French integrationist Jean Monnet, for whom the nation state was anathema. When British Prime Minister Edward Heath took Britain into the Common Market in 1973, the country thought it was entering a free-trade agreement. It hoped membership would sprinkle some European stardust on Britain's shipwrecked economy. Mr. Heath, a passionate Europhile, assured the country that membership would not entail any sacrifice of "independence and sovereignty." Like Europe's fervent integrationists, whose plans for political union had always been disguised as increasingly beneficial economic integration, Heath maintained the fiction that he had simply joined a trading bloc. Britain had been a highly successful nation state and global power. Now, it seemed, she needed Europe to reverse a relentless decline. Thus when the British were asked to decide on continued membership in the Common Market in a 1975 referendum, almost 70 percent voted to stay in. The "Yes" campaign swept to victory on a platform of jobs, prosperity, and peace. But the implications for the weakening of national sovereignty went unheeded. Few recalled that in 1961 the Anti-Common Market League had warned that signing the Treaty of Rome (which created the Common Market) "would mean a permanent, irrevocable loss of sovereignty and independence" and that Britain's affairs "would increasingly be administered by supranational bodies … instead of by our own elected representatives." Surrendering to supranational rule is hard for Britain given its celebrated past. Its European neighbors, by contrast, their histories indelibly stained by tyranny, military defeat, and imperial barbarity, seem eager to subsume themselves in a suffocating superstate. The Treaty of Lisbon crystallizes the EU's core belief that nation states are every bit as defunct as Stone Age tribes. In the case of Britain, though, it would curtail the freedom of action and global vision of a nation whose people are far from convinced that sovereign independence is a badge of shame. Britain could walk out of the EU today simply by repealing the 1972 European Communities Act. But political courage of that order is in short supply. Perhaps only Queen Elizabeth II can rescue her realm from the baleful Treaty of Lisbon. She could veto it when it comes to her for royal assent and – sensationally – declare that she's not prepared to see her proud, independent, liberty-loving country swallowed up by an arrogant, authoritarian, and unloved European superstate. She would be in excellent company. Queen Anne refused assent to the Scottish Militia Bill in 1708. And that was only about a bunch of musket-toting rubes of doubtful loyalty. This is about national survival.

This article makes several valuable points. First of all, the road to a European State being created through the Treaty of Lisbon began with free-trade agreements, exactly what the SPP is working on with Canada and Mexico for a "North American Union." This works to harmonize trade and laws to international law, which is increasingly being dictated from Europe. This shouldn't be any surprise to those that study Bible prophecy as Europe is the center of the circles of power for the fourth kingdom. The Treaty of Lisbon is the constitution creating the nation of Europe, Rome revived and headed by the 10 member-states with voting powers from which Javier Solana has risen. He is the first one in line to take over the foreign minister position created by the Lisbon Treaty. Even if the treaty isn't ratified by all 27 members, certain powers will go into effect January 1, 2009. The article also points out the deception given to the public regarding these participations in "trade blocs" that are not taking away sovereignty or independence. However, what makes a nation sovereign? I posit that self-determination is a factor and the ability to create and enforce its own laws and money. Under the guise of free-trade, law is internationalized and harmonized to the extend that national law is dictated from outside in the interest of international integration. That is global governance in a nutshell and how the New World Order is coming into effect silently and effectively. It makes the powerful richer and those who see the problems cannot effect any change. Ireland is the only country able to hold a referendum to stop the Treaty of Lisbon, but a big media blitz to "inform the public" is probably going to nullify that prospect of stopping it. What began in Europe as "free-trade" has turned into unelected leaders determining policy without the regard of the people they "serve." Sure, that's national sovereignty! The bad news is that if we are really in the end-times, there is absolutely nothing we can do to change it. But the good news is that God is in control and has a plan which He has revealed in His Word, the Bible for those who have faith in His Word. My faith has grown in study of it and I welcome you to strengthen your faith too.

23. PROTOCOL ON PERMANENT STRUCTURED COOPERATION ESTABLISHED BY ARTICLE I-41(6) AND ARTICLE III-312 OF THE CONSTITUTION

THE HIGH CONTRACTING PARTIES,

HAVING REGARD TO Article I‑41(6) and Article III‑312 of the Constitution,

RECALLING that the Union is pursuing a common foreign and security policy based on the achievement of growing convergence of action by Member States;

RECALLING that the common security and defence policy is an integral part of the common foreign and security policy; that it provides the Union with operational capacity drawing on civil and military assets; that the Union may use such assets in the tasks referred to in Article III‑309 of the Constitution outside the Union for peace‑keeping, conflict prevention and strengthening international security in accordance with the principles of the United Nations Charter; that the performance of these tasks is to be undertaken using capabilities provided by the Member States in accordance with the principle of a single set of forces;

RECALLING that the common security and defence policy of the Union does not prejudice the specific character of the security and defence policy of certain Member States;

RECALLING that the common security and defence policy of the Union respects the obligations under the North Atlantic Treaty of those Member States, which see their common defence realised in the North Atlantic Treaty Organisation, which remains the foundation of the collective defence of its members, and is compatible with the common security and defence policy established within that framework;

CONVINCED that a more assertive Union role in security and defence matters will contribute to the vitality of a renewed Atlantic Alliance, in accordance with the Berlin Plus arrangements;

DETERMINED to ensure that the Union is capable of fully assuming its responsibilities within the international community;

RECOGNISING that the United Nations Organisation may request the Union’s assistance for the urgent implementation of missions undertaken under Chapters VI and VII of the United Nations Charter;

RECOGNISING that the strengthening of the security and defence policy will require efforts by Member States in the area of capabilities;

CONSCIOUS that embarking on a new stage in the development of the European security and defence policy involves a determined effort by the Member States concerned;

RECALLING the importance of the Minister for Foreign Affairs being fully involved in proceedings relating to permanent structured cooperation,

HAVE AGREED UPON the following provisions, which shall be annexed to the Constitution:

Article 1

The permanent structured cooperation referred to in Article I‑41(6) of the Constitution shall be open to any Member State which undertakes, from the date of entry into force of the Treaty establishing a Constitution for Europe, to:

(a) proceed more intensively to develop its defence capacities through the development of its national contributions and participation, where appropriate, in multinational forces, in the main European equipment programmes, and in the activity of the Agency in the field of defence capabilities development, research, acquisition and armaments (European Defence Agency), and

(b) have the capacity to supply by 2007 at the latest, either at national level or as a component of multinational force groups, targeted combat units for the missions planned, structured at a tactical level as a battle group, with support elements including transport and logistics, capable of carrying out the tasks referred to in Article III‑309, within a period of 5 to 30 days, in particular in response to requests from the United Nations Organisation, and which can be sustained for an initial period of 30 days and be extended up to at least 120 days.

Article 2

To achieve the objectives laid down in Article 1, Member States participating in permanent structured cooperation shall undertake to:

(a) cooperate, as from the entry into force of the Treaty establishing a Constitution for Europe, with a view to achieving approved objectives concerning the level of investment expenditure on defence equipment, and regularly review these objectives, in the light of the security environment and of the Union’s international responsibilities;

(b) bring their defence apparatus into line with each other as far as possible, particularly by harmonising the identification of their military needs, by pooling and, where appropriate, specialising their defence means and capabilities, and by encouraging cooperation in the fields of training and logistics;

(c) take concrete measures to enhance the availability, interoperability, flexibility and deployability of their forces, in particular by identifying common objectives regarding the commitment of forces, including possibly reviewing their national decision‑making procedures;

(d) work together to ensure that they take the necessary measures to make good, including through multinational approaches, and without prejudice to undertakings in this regard within the North Atlantic Treaty Organisation, the shortfalls perceived in the framework of the ‘Capability Development Mechanism’;

(e) take part, where appropriate, in the development of major joint or European equipment programmes in the framework of the European Defence Agency.

Article 3

The European Defence Agency shall contribute to the regular assessment of participating Member States’ contributions with regard to capabilities, in particular contributions made in accordance with the criteria to be established, inter alia, on the basis of Article 2, and shall report thereon at least once a year. The assessment may serve as a basis for Council recommendations and European decisions adopted in accordance with Article III‑312 of the Constitution.

Allied leaders announced at Riga that the NATO Response Force (NRF) had reached its full operational capability. The technologically-advanced force is made up of land, air, sea and special forces components that the Alliance can deploy quickly wherever needed. It is capable of performing missions worldwide across the whole spectrum of operations, including evacuations, disaster management, counterterrorism, and acting as an initial entry force for larger, follow-on forces. It can number up to 25,000 troops and start to deploy after five days’ notice and sustain itself for operations lasting 30 days or longer if re-supplied. The Secretary General [Jaap de Hoop Scheffer] described achieving full operational capability for the NRF as “a major accomplishment because it gives the Euro-Atlantic community unprecedented capability.” NATO leaders agreed at Riga on common funding of short-notice deployments of the NRF, an agreement that should act as an incentive for countries to participate in future rotations of the force...

...At Riga, NATO leaders launched a special operations forces transformation initiative to increase joint training and doctrine development, improve equipment, and enhance interoperability. The Allies also directed further work in a number of other areas that are vital to modern operations, including air-to-ground surveillance, logistics and intelligence-sharing. These and a broad range of other activities illustrating NATO’s transformation in action were displayed at a Transformation Exhibition during the Summit. Transformation costs money. The Riga Summit declaration stated Allies’ commitment to continuing to provide, individually and collectively, the resources necessary to allow NATO to perform the tasks demanded of it. They therefore called on member nations with declining defence spending to increase this spending in real terms...


The question becomes then what constitutes terrorism? When we start to examine the beginning stages of the attack on thought mixed with the goal of the Alliance of Civilizations to fight against those claiming sole ownership to the Truth, the definition of a terrorist could easily become a thought crime issue and with lies repeated loud enough and long enough mixed with people claiming to be Christian but acting contrary to the Bible's dictates I'm sure will be used to destroy Christianity and support the worship of the man of sin as the Bible foretells will happen. By the way, NATO Backs Turkey's Alliance of Civilizations Initiative (November 29, 2006) and the goal ultimately is to have civilian and military forces act as one to support the governmental system in development today and enforce the laws and rules as dictated from Mr. Europe. We are seeing power through trade and political agreements asserted on the world's unsuspecting population, showing how it is possible for those not watching to miss all that is being fulfilled around them.

Keeping the peace International Herald Tribune (March 10, 2008) - For months, for years, we have been deeply distressed, yet powerless, with respect to the tragedy in Darfur. Two weeks ago, despite the troubles in Chad, Europe gave itself the means to protect the victims and to rebuild their villages in eastern Chad. At the behest of France, and thanks to the efforts of our European partners, the European Union - implementing a unanimous UN Security Council resolution - launched its Eufor operation. There will finally be help and comfort for women - who up to now were raped or killed as soon as they left their camps - and for hungry children. This is no small achievement. I've just returned from Goz Beida in eastern Chad, and I will never forget the enthusiastic welcome the European soldiers received from displaced persons and refugees. The launch of an autonomous EU operation in Africa, led by an Irish general with a Polish deputy and bringing together troops from some 15 countries, illustrates how far we have come in building a European defense. It is now desired and supported by nations that until very recently remained skeptical. We have been working to build a European defense since the 1990s. The Europeans needed military means commensurate with their political ambitions. How could we hope to influence a crisis or negotiations without the means to back up our words? "The Union must have the capacity for autonomous action, backed up by credible military forces, the means to decide to use them, and a readiness to do so, in order to respond to international crises," concluded the Franco-British Saint-Malo Summit in 1998. The European Security and Defense Policy inscribed in the Lisbon Treaty is finally allowing us to meet this need. In the future, if we wish to do so, the EU will be able to fully assume its role on the international scene. No one can deny that this is a major asset for peace in the world. The approximately 15 civilian and military operations that Europe has already conducted since 2003 in the Balkans, in Africa, in the Middle East, in Afghanistan and as far away as Indonesia, largely attest to this. In each of them, the EU was guided by a single ideal: to save lives, to avert war, and to work for reconstruction and reconciliation when the international community had been unable to prevent conflict. Each time we did so with a concern for effectiveness and pragmatism, with or without direct support from the Americans. Our vision of relations between the EU and NATO is that they should be founded on this same pragmatism. In some cases, the EU has used its own military means, as it did in Congo in the past and is doing in Chad and the Central African Republic today. In other situations - Bosnia, for example - the EU benefited from NATO support. Now, in a growing number of crises, the EU and NATO are deployed together on the ground. That is sufficient to show that there is not competition but rather complementarity between the two organizations. How could it be otherwise when 21 of the 26 NATO allies are members of the EU, and 21 of the 27 EU partners are members of NATO? Moreover, it is these individual nations that decide on a case-by-case basis what is the most appropriate framework for their actions. And it is they who supply troops and equipment - there is no EU army, just as there is no NATO army. And all the parties remain free. This very simple truth means that European defense relies on the commitment of each state and that all may do their share. It presumes that all European countries make the effort to ensure that the security of all is no longer guaranteed or financed by only a few. As France is one of the largest contributors to both EU and NATO operations, it is in our interest, even more than in that of others, for the two organizations to work more effectively together. The positions expressed by President Nicolas Sarkozy last fall are clear: A tireless promoter of European defense, France is at the same time a key member of NATO, whose forces it has commanded on several occasions, particularly in Kosovo and Afghanistan. Our new approach to NATO is not an alignment but rather a strengthened European dynamic. Some claim that the United States remains opposed to a European defense, as it would weaken NATO. This claim no longer appears to be true. Recent statements by high-ranking U.S. officials in Paris and London indicate that Washington - aware of the challenges we must face together - acknowledges the necessary complementarity of the two organizations. Trust is built over time and through reciprocity: Our openness to the United States and American support for the EU autonomously assuming its responsibilities shall advance hand in hand. European defense and Europe's anchorage in the Atlantic alliance are two facets of the same defense and security policy, pursued in the name of the values we share. The EU presidency, which France will assume on July 1, must allow us to open new perspectives in the field of security and defense, to fight against terrorism and proliferation more effectively, to reinforce our energy security, and to prepare the implementation of permanent structured cooperation open to all 27 member states, as made possible by the new treaty. We will resolutely strive toward that aim. We are already preparing ourselves under the presidency of our Slovenian friends. This progress will give full meaning to the renewal of our relationship with NATO.

United Nations to expand police force Associated Press (November 1, 2007) - With the world facing new security threats, the U.N. is planning for an unprecedented expansion of its police missions. U.N. officials say a shift in the nature of conflicts requires revamped peacekeeping operations. Traditionally, the U.N. has facilitated peace between warring states by sending its blue-helmeted soldiers to man buffer zones between their armies. But today, interventions are increasingly focused on settling civil wars.

Here’s big news for students of end-times prophecy. The Assembly of the Western European Union has just released a consolidated version of the provisions of the “Lisbon Treaty” (the European Union’s new Reform Treaty) that relate to the EU’s common foreign and security policy. The document shows how the Lisbon Treaty incorporates the emergency powers from the Western European Union’s Assembly Recommendation 666. This means that, in the event of a crisis, the new High Representative of the Union for Foreign Affairs and Security Policy will have the same extraordinary powers to step in and take control of the EU’s military that the old High Representative for the Common Foreign and Security Policy did. This appears to, in effect, enshrine Recommendation 666 into the new treaty. Compare the clause from the Lisbon Treaty with the correlating clause from Recommendation 666.The Lisbon Treaty says (see Article 16, page 10): 2. In cases requiring a rapid decision, the High Representative, of his or her own motion, or at the request of a Member State, shall convene an extraordinary Council meeting within 48 hours or, in an emergency, within a shorter period. The WEU’s Assembly Recommendation 666 says (see No. 12):

12. Support proposals for the WEU Secretary-General and CFSP High Representative to preside over the PSC and civilian crisis-management machinery and give him powers to convene the Council of the European Union in the event of an emergency;

An article by our reader and contributor affectionately known to us as “Rich of Medford” The final report of the United Nations’ Alliance of Civilizations (AoC) initiative was released last month. In addition to its usual goal of combating exclusivist ideology, the report contains some interesting elements:

1) Exclusivist ideology is defined as “those who feed on exclusion and claim sole ownership of the truth. (Christians, read John 14:6 as you consider this statement.)

Jesus saith unto him, I am the way, the truth, and the life: no man cometh unto the Father, but by me.

2) The core issue identified to be the bridge between the West and Islam is resolution of the Israeli-Palestinian conflict.
3) The global and problematic players in this conflict have been identified as the adherents of the three monotheistic faiths.
4) Failure to resolve this conflict will result in a failed Alliance of Civilizations.

Also noteworthy is that the AoC has identified the European Union’s Barcelona Process as one of the frameworks in which it intends to operate. For those unfamiliar with the Process, it is the foundation of the EU’s political, economic, and social policy. The Process, also known as the Euro-Mediterranean Partnership, is represented as the only platform that can solve the Israeli-Palestinian conflict. The social dimension of the Process, with implementation facilitated by the Anna Lindh Foundation, cooperates with the AoC and shares the common goal to combat religious fundamentalism worldwide. So what happens to the adherents of the monotheistic faiths if the peace process fails? Lucis Trust, one of the contributors to the AoC initiative gives us an idea. In its publication The Rays and the Initiations, Lucis Trust says that those faiths are but three dead and gone religions with Judaism being old, obsolete, and separative. Christianity, they say, has served its purpose and the new age Christ will replace the Gospel with a new truth. As for Muslims, they will accept the new age Christ as their Imam Mahdi “who will lead them to light and to spiritual victory.” The objective of the AoC, therefore, is “to enforce an Alliance of Civilizations against all those who…give prevalence…to a logic of division and confrontation.” Since the Alliance intends to be fully prepared to enforce its objectives by 2009, I suspect that’s when they will introduce their symbol. Timing is everything. The European Commission has just submitted a document to the author of the Barcelona Process that it is time to deliver. If the planners of the AoC really mean what they say, may God help us all. -Constance Cumbey


As we see from the above, NATO is connected to this military availability for future “emergencies” as defined on the fly as needed for Europe to intervene through military and civilian means. So if global terror were to break out for some reason or another, by some religion, then a reaction to a global threat from fundamentalist religions as defined in the Alliance of Civilizations could begin. I wonder what the emergency could be that will unleash this war on the saints, beginning with Israel?

The abomination of desolation is when an idol is placed in the Holy of Holies on the Temple Mount in Jerusalem. It has happened once before and the rededication of the temple from that time is being celebrated now at Chanukkah. According to Bible prophecy the beginning of the great tribulation is when the man of sin, the prince of the revived Roman Empire, declares himself to be god in the Holy of Holies, setting himself as an idol to be worshipped. We’ve seen how zealous Jews react to this abomination of desolation at the Maccabean Revolt. I believe this explains the mortal wound of the man of sin from which he’s healed. For reasons stated in the coming times, I believe Israel will be back to Old Testament worship because of God’s intervention in the Magog invasion attempt.

This also all sounds very much like what Albert Pike wrote in 1871 regarding plans for three world wars to bring about a New World Order and what the New Age world religion is pointing toward:

“Then everywhere, the citizens, obliged to defend themselves against the world minority of revolutionaries, will exterminate those destroyers of civilization, and the multitude, disillusioned with Christianity, whose deistic spirits will from that moment be without compass or direction, anxious for an ideal, but without knowing where to render its adoration, will receive the true light through the universal manifestation of the pure doctrine of Lucifer, brought finally out in the public view. This manifestation will result from the general reactionary movement which will follow the destruction of Christianity and atheism, both conquered and exterminated at the same time.”

Christ is the same force as Lucifer but moving in seemingly the opposite direction. Lucifer moves in to create the light within through the pressure of experience. Christ moves to release that light, that wisdom, that love into creation... Lucifer, like Christ, stands at the door of man’s consciousness and knocks. Single Euro Payments Area (SEPA) Goes Live The 70th Week (February 2, 2008) - If you are familiar with Bible Prophecy then you are aware that towards the middle of the 70th week, the False Prophet will require all to take a mark on their right hand or forehead, and without this mark they will not be able to buy or sell. Who ever does not take this mark and worship the beast will be killed. Many have speculated over the years as to what this will be and what it will look like. Here is a scriptural reference to review.

And it was given to him to give breath to the image of the beast, so that the image of the beast would even speak and cause as many as do not worship the image of the beast to be killed. And he causes all, the small and the great, and the rich and the poor, and the free men and the slaves, to be given a mark on their right hand or on their forehead, and he provides that no one will be able to buy or to sell, except the one who has the mark, either the name of the beast or the number of his name.

A couple of days ago the Single Euro Payments Area or SEPA went live. This could be highly significant. You see SEPA is a brand new way to conduct cashless transactions throughout the EU. Not only is this another step in the integration of the EU but it is a huge step towards a single market. If the Anti-Christ and the False Prophet were able to be in charge of this future single market, it would make implementing the mark of the beast that much easier. Is SEPA the beginning or the framework for the Mark of the Beast? Well, time will tell, but one thing is for sure, it is worth watching. Please take the time to read the article below.

The countdown is over! Today, 28 January 2008, SEPA goes live! I am pleased to welcome you all to the launch of SEPA. First and foremost, I would like to take this opportunity to thank the European Commission for hosting today’s event and for its cooperation over the last few years, the fruit of which can been seen today as SEPA comes to life. Those who have made SEPA a reality, the banks and the service providers are here tonight and I would like to congratulate them all. Let me also mention the work of the Council and the European Parliament that has contributed to making SEPA a reality. Nine years ago we introduced the single currency. Today, we launch SEPA – another important step in European integration. But let me assure you: today is only just the beginning! SEPA is all about integration, harmonisation and modernisation. It is a natural consequence of the single currency and a major step in the creation of the Single Market. That is why the ECB has supported the project closely over the past six years. Today’s launch is the first visible result. A single currency – with a single set of payment instruments – in a single euro payments area. With SEPA, this becomes a reality. And we, as euro area citizens, will be able to make euro payments as cheaply, as easily and as safely as we do national payments. All euro payments will be “domestic”; finally, there will be no difference between sending a payment from Rome to Dublin or from Brussels to Antwerp. We can now make payments not only with euro notes and coins, but harmonised electronic payments by European credit transfer, direct debit and payment card as well. An important milestone has been reached today with the launch of “SEPA Credit Transfer”. We are now able to send euro payments quickly, and in the same way, to any beneficiary in Europe. This will be followed by “SEPA Direct Debit” before the end of 2009. As a result, we will be able to make direct debit payments across Europe, as if no borders existed. With the “SEPA Cards Framework”, extensive changes await the European cards market. The ECB expects a new European card scheme to emerge, harmonising card payments across Europe. That said, efficient national card schemes should not vanish, leaving the cards market entirely to international card schemes. Let’s work together and use the experience of the national schemes to devise a new European card scheme. Together, these three payment instruments make up SEPA, our key to a door behind which many opportunities lie. Once the door is open we will still have a mountain to climb. But if we are willing to take up the challenge and use SEPA with innovative thinking, we can reap the full benefit. Let me stress: we do not envision opening the door only to sit back and admire the great many opportunities on the other side. Let’s climb the mountain, discover the opportunities and progress onwards and upwards. Let’s complement the SEPA instruments with innovative services, such as online and mobile payment initiation, e-invoicing and e-reconciliation. By combining these services with SEPA instruments, we eliminate paper and the payment process becomes fully electronic. Corporates – make fast European transactions, simplify your payment handling and consolidate your liquidity management. SEPA’s harmonised services can optimise your payment process. So, request these services from your banks and service providers.

Public administrations – you will experience the same benefits as corporates. But that’s not all. SEPA can help drive e-Government and e-procurement, thereby promoting efficient public services. By adopting SEPA at an early stage, you will extend its benefits to society at large.

He knows every though and that is your voice to Him as well as His to you, thought is the voice of the spirit realm. I’ve tried to assemble what I’ve learned to the Bible study guide, from where to look to define God to some amazing prophetic fulfillment that builds faith in God’s Word and gives Him the glory He deserves.

God will give you what you want, He doesn’t interfere with your free will. I pray you learn that you need to want Him because He is the only Truth. Not because I say so, I divert your focus to His Word that says it all. True love is selfless and giving. Learn who God is, He is love, and that’s why He died on the cross to take our sins on Himself as a free gift of love to you.


Circle Of Power (April 3, 2007) Herb L. Peters

Jesus said something special to the angel of the church in Philadelphia. He said:

Because you have kept the word of My perseverance, I also will keep you from the hour of testing, that hour which is about to come upon the whole world, to test those who dwell on the earth (Revelation 3:10 New American Standard Bible).

When you think about it, what Jesus is talking about is the opposite of the great, end-time falling away. He's telling the angel of this particular church that, because they have remained steadfast and faithful to His words, He will keep them from experiencing the persecutions of the great, end-time tribulation. I don't know about you, but these words encourage me. You see, the church that was at Philadelphia in John's day no longer exists. But, the angel that Jesus was speaking to is still around. So, I like to think that, at least in spirit, I'm a member of that church.

I don't connect this passage, as some do, to the harpazo of the church. However, if I'm wrong and we get raptured before the great tribulation begins, you won't find me complaining. But, unfortunately, I don't think it's going to happen as we might wish. Keep in mind, Jesus' promise was said to only one church out of seven. He wasn't promising an escape for all believers, only to those who remained steadfast. And if you recall, the harpazo is for all believers.

This brings us to something I might share. Sometimes I'm asked how I understand the coming antichrist's rule -- if I think it will be the same world-wide. If what we now see forming in Europe is the beginning of the antichrist's kingdom, then the power he could wield might be explained by circles within circles. Notice, at the very center of power, we find the 10-nation Western European Union. The outer reaches of power would reside in the United Nations.

The really interesting thing for me is, at the center of this power we find the Western European Union's Recommendation 666. If you recall, this document recommends to the Council of the European Union that their High Representative be given emergency powers. Now, here's my question: If the U.S. withdraws from Iraq in 2009 as expected, what happens if the doomsday predictions come true -- the entire Middle East region explodes into sectarian chaos?

The bottom line is, I believe there could be places where the coming antichrist's circles of power won't completely reach. And, I believe for some who live in these outer areas, it be may be exactly as Jesus said:

Significant Dates? (November 20, 2007)

Tony Webber recently had a question regarding the common date of November 27,28 in terms of the European Neighbourhood Policy (ENP) and I thought it significant although besides these common dates and reasons, I don't know why. I'm having a hard time ignoring the coincidences regarding the woman (Israel) and the dragon (Europe/world). Revelation 12

This Day In History: - On November 27, 1095, Pope Urban II makes perhaps the most influential speech of the Middle Ages, giving rise to the Crusades by calling all Christians in Europe to war against Muslims in order to reclaim the Holy Land, with a cry of "Deus volt!" or "God wills it!"

November 29, 1947 - "It seems to be more than just coincidence is that Annapolis is being held almost 60 years to the day -- by the Jewish calendar -- after the nations first voted to divide the land into Israeli and Palestinian states, on November 29, 1947, with U.N. Resolution 181. The Annapolis date was likely chosen for this reason." -FulfilledProphecy

November 27-28, 1995 - Barcelona Euro-Mediterranean Conference or Common Strategy on the Mediterranean Region is held. This is the predecessor to the ENP which is supposed to "breathe new life" into what began on this date in 1995. Herb L. Peters brought to my attention how the ENP may be the confirmed covenant with many from Daniel 9:26,27 in his book, Recommendation 666.

November 27-28, 2006 - There was a meeting in Tampere, Finland which talked about, and/or confirmed the New ENP going into effect. Also, NATO Backs Turkey's Alliance of Civilizations Initiative (November 29, 2006)

November 27-28, 2007 - Annapolis, Maryland meeting is planned to discuss how to bring about peace in the Middle East and a push to agreed terms with which to divide Israel. The US State Department confirmed the invitations had been sent out for next week's conference, though no agenda has been set and no schedule has been released for the meetings, which the United States hope will kick-start negotiations between Israel and the Palestinian Authority.

Zephaniah from Fulfilled Prophecy brought up an interesting point related to these dates as well. From the 28th of November to the 1st of January is 33 days and from the EURO-MED in 1995 to 2006 is 11 years. So from the covenant with many to its confirmation for seven years beginning is 11 years and 33 days. Numerology is a big deal to the occultists and secret societies who are behind this "confirmed covenant" and according to Daniel 9:26,27 it is the future prince of the Romans that destroyed Jerusalem in 70 AD (Revived Roman Empire) is the one behind this confirmed covenant. Therefore if the EURO-MED is the covenant and the ENP is its confirmation for 7 years with a mid-term review, I find it interesting that these dates come together like this given the power attributed to numerology by those behind the New World Order.


Shakings, Weighings and Divisions: Syria, Annapolis and the Return of YHVH - Part Three of Three – Cutting Israel Down To Size (October 17, 2007) - A recently declassified State Department document  quotes from a meeting between Henry Kissinger (Secretary of State) and Sadun Hammadi (Iraqi Minister of Foreign Affairs) (www.gwu.edu/%7Ensarchiv/NSAEBB/NSAEBB193/HAK-12-17-75.pdf) which took place in Paris on December 17, 1975. Kissinger communicated a 'no-nonsense' US foreign policy regarding Israel in the following selected quotes:

  • "Israel does us more harm than good in the Arab world"
  • "We can’t negotiate about the existence of Israel but we can reduce its size to historical proportions".
  • "So I think in ten to fifteen years Israel will be like Lebanon – struggling for existence, with no influence in the Arab world".
  • "If the issue is the existence of Israe1, we can’t cooperate. But if the issue is more normal borders, we can cooperate".
  • "I think the Palestinian identity has to be recognized in some form … (It) will be a tremendous fight … (but) no solution is possible without it".

These shocking quotes show where the heart and strategy of the State Department lie.  Israel's borders must be shrunk in order to weaken its military and political standing in the Middle East. A Palestinian state needs to be established on land which has been pried away from Israeli control. These words can help intercessors to pray for leaders and diplomats in the US and elsewhere, for these talking points are part and parcel of British, European and Russian strategies as well. more...


From Israel prayer update: Also on the table, of course, will be the future of Jerusalem. Ironically, this year in which there are still banners on the streets of the capital commemorating the 40th anniversary of the city's "re-unification", Olmert has made clear that he is prepared for a large part of it to be transferred from Israeli sovereignty to that of a Muslim Palestine. Only a little over seven years ago, as the Clinton-Barak plan to divide the city loomed, Natan Sharansky organized one of the largest demonstrations ever held in Jerusalem, proclaiming the Jerusalem and the Temple Mount as forever integral to the very identity of the Jewish people. We were present at that rally, and heard then-Mayor of Jerusalem Ehud Olmert loudly proclaiming against its ever again being divided. Now Olmert is Prime Minister and has voiced a willingness to cede at least six Arab neighborhoods to a future State, while his Vice Premier Haim Ramon has reportedly proposed the release of all Arab neighborhoods in the city excepting only those adjacent to the Old City which a 'special administration' would oversee (cf "Sharansky: Dividing Jerusalem 'crisis'", Jerusalem Post Online Edition, Nov 20, 2007). Sharansky, a former Soviet dissident, Israeli Minister-has launched a new campaign aimed at standing against what he perceives as an "identity crisis" in leadership which once again threatens the oneness of Jerusalem.

All this seems to be working toward the common goal of the fourth kingdom's control over the land of Israel to divide it for peace. This, I believe, better solidifies the link of Europe today with the revived Rome in Bible prophecy. It seems the seven heads through history of the beast in Revelation 17 are all linked by their interaction with Israel prophetically and in history. See more here. Greater Middle East and Extended Mediterranean: from confrontation to cooperation Rear Admiral Alberto Cervone - From Bjorn (farmer) blog: Besides pointing to the Barcelona Process, Solana's 2003 Security paper, NATO Med. Dialogue and the ENP, Cervone mentions the "5plus5 agreement:" Launched in Rome in 1990, it involves five Maghreb countries (Tunisia, Morocco, Algeria, Mauritania and Libya) and five European countries of the Western Mediterranean Basin (France, Portugal, Spain, Italy and Malta)... So besides the 10 WEU Kings - here we have another 10 kings (5plus5) at the core of Solana's endeavor. Link Interestingly enough, a link on the same page says (down left): "Spain is ready to reinforce 5+5 dialogue," says Spanish Foreign Minister.

This offers another possibility for the 10 horns/kings without a kingdom that rule for one hour. I still think the WEU is the 10 horns, but I want to keep an eye on this too.


Club of Rome

By Bryon on PNW: Pierre Elliot Trudeau, former Prime Minister of Canada, was a principal player in the Club of Rome. Of interest he used to have the number "666" on the license plate of his sports car. I once saw a picture of him sitting in his car looking back with the rear plate clearly visible, and with just '666' on it. When asked why he had chosen that number; he replied that it identified him with the Club of Rome, which apparently has adopted that number as a symbol; leastways according to Trudeau.

Javier Solana is also a member of the Club of Rome which appears to have been a think tank of sorts to push the unification of Europe as the first step in putting together a global empire. Donald Keys, a Luciferan, was also a chief scholar involved in the Club of Rome.

Donald Keys believes that Christians, Jews, and Muslims, must be embroiled in a war to annihilate one another in order for the New World Order to rise to power. I would say that their Luciferian plan is definitely succeeding and going according to schedule. They even have a prayer called the 'Great Invocation" which in part reads "seal the door where evil dwells" which is occult code for get rid of the Christians, Jews, and Muslims. They are even using modernist bibles to condition people to accept the '666' antichrist 'man of sin'.

I found out that the original leaves used as borders on the UN logo were laurel leaves, (Laurel being considered a sacred plant in pagan Roman mythology.) used by Caesar to represent victory. The leaves were initially changed to olive leaves to represent peace instead. I wonder what kind of leaves will be found there tomorrow? Rome, Caesar, laurel leaves, 666, globalism. And I just read where a past pope called the UN; "The hope of the world."

Mobilising People and Actions for War Richard Peterson (April 13, 2008) - This article is the second of a three part series which compares the legal and cultural changes being made by today’s global government to those made by the Nazis. Part I, Ghost of Nazi Past, Ghost of Nazi Present focused on cultural, media, parliamentary, and judicial manipulations while this part focuses on science, religion, religious education, and spiritual mobilization. The format of this post is as follows: texts in bold font are citations from Richard Evans’ book The Third Reich in Power. Italicized texts that follow Evens’ citations are quotations from global governance actors along with some of my commentary.

Writing of the hostilities between the Nazis and the Catholic Church, Evans explains “…the German government repeatedly told the Vatican that its fight against Marxism and Communism demanded the unity of the German people through the ending of confessional divisions.” (pg. 241) Today, we see the identical argument being advanced by the Alliance of Civilizations, the World Commission on Global Consciousness & Spirituality, et al. In the interest of combating extremism and terrorism we are told a global code of conduct which embraces only common spiritual and political ideologies must be adopted. Contributors to this code of conduct are groups such as the World Commission on Global Consciousness & Spirituality which will “activate” the evolutionary process of global consciousness; the Alliance of Civilizations which is currently developing guidelines for how religions must interpret scripture;
Religions for Peace which is advancing A Common Word, an initiative designed to undermine religious doctrines and hijack religion; etc. Orchestrated efforts to incite violence against those who refuse to set aside their doctrines—particularly against the monotheistic faiths – have intensified on multiple fronts. Evans writes “Nazism imbued the German language with the metaphors of battle: the battle for jobs, the struggle for existence, the fight for culture…The language itself began to be mobilized for war.” (pg. 214) We are in this same place today. Christians who dare voice an unpopular opinion are accused of having a violent ethos. The existence of the new civilization is threatened if the egocentric are permitted to continue with their “defective disconnection”. It is, as they say, a fight for civilization. Setting the stage for the new religious ethos is Karen Armstrong, Alliance of Civilizations High Level Group member.

One criticism consistently launched against the adherents of the Abrahamic faiths’ is that the doctrines cannot be scientifically proven and the faithful have abandoned rational scientific inquiry. Yet many of the same critics who claim superiority have no problem advancing unproven occult doctrines such as notions of a “planetary spiritual hierarchy”; the existence of the Aryans and Atlantis; evolutionary advancement through Luciferic initiations; etc., etc.

Here the comparisons I draw are between the Third Reich’s attempts to control Christianity and the global government’s plans to control the three monotheistic faiths. The below World Commission citations that refer to the egocentric mind refer to individuals who believe their religious texts to be true and are not prepared to abandon their convictions for a new revelation. The egocentric mind also pertains to political dissenters of the globalization process.

Karen Armstrong, a apostate and former Catholic nun, is certainly aware that this is considered heresy by the Catholic church and that her words were intended to attack an entire religion. At least the Alliance of Civilizations is no longer attempting to pretend to be something they are not.

Religious Education

Such measures are most likely to succeed if supported by religious education that is based upon a sound interpretation of religious teachings. –

“Education as we understand it here makes it possible to view with equanimity the completion of the process of secularisation, first of structures, then of society itself, as just one of several possible reflections of a modern way of life. School should give children a clearer understanding of the psychosocial, cultural and sometimes political functions of religion. This sort of approach would undoubtedly help to sharpen and challenge their critical faculties and combat the wilder excesses of particularism. This has fundamental consequences for the educational system, particularly as regards the teaching of religious education. Who should teach religion? Who can make a valid comparison between the different doctrinal elements of religions? We must beware of confusion here. A clear distinction needs to be drawn between religious education in the sense understood by adherents of a faith, which consists of transmitting the values, teachings and liturgy of their religion with a view to the proper practice of that religion (e.g. the Catholic catechism), and the teaching of comparative religion which aims only to instil knowledge about religion and the history of religion. Only the latter forms one of the bases of learning for the intercultural dialogue through education. Religious education of the first kind is perfectly legitimate, but is not relevant to the objective under discussion. Comparative religion should therefore be taught by professional teachers capable of providing a comparative analysis of religions, regardless of their own religious choice, with the objectivity of an expert, not the passion of a devotee. This is an essential choice that will determine the success of the dialogue through education. Last November I posted an article, Aligning the Masses, regarding the 2008 Euro-Mediterranean Year of Intercultural Dialogue. The campaign, “Mobilising People and Actions for Dialogue”, intends to mobilize civil society and raise awareness” of 500 million European citizens and develop an active European citizenship which is “open to the world, respectful of cultural diversity and based upon common values”. I had intended to write in-depth analysis on this mobilization project but while looking for a reference document found a blog space called Euro-Med which had already written everything I had intended to cover. I have not read this entire blog, but the previous link contains good information.

Council of Europe and Alliance of Civilizations agree on future co-operation - Draft MOU egovmonitor.com (October 1, 2008) - Preamble The Alliance of Civilizations and the Council of Europe,

1. Recalling the values of pluralist democracy, the rule of law and human rights for the development of all societies;

2. Recognising that cultural diversity is an essential characteristic of every society and a potential factor for economic and social development;

3. Reasserting the need to build bridges between cultures and societies through dialogue and co-operation as well as for political will and a collective commitment to live together by strengthening mutual respect, tolerance and understanding among people of different ethnic, linguistic, religious and cultural background;

4. Convinced of the need for intercultural dialogue to be based on the principles of the indivisibility and universality of human rights and on observance of the human rights standards of the United Nations and the Council of Europe;

5. Affirming the role of the Council of Europe as the benchmark for human rights, the rule of law and democracy in Europe, and acknowledging the close co-operation between the member states of the Council of Europe in promoting intercultural dialogue based on these common values and principles;

6. Renewing their commitment to these common values and principles which are rooted in Europe’s cultural, religious and humanistic heritage – a heritage both shared and rich in its diversity;

7. Bearing in mind the principles of intercultural dialogue as established for the Alliance of Civilizations by the High Level Group's report of 13 November 2006, and as laid down in the Council of Europe White Paper on Intercultural Dialogue "Living Together as Equals in Dignity";

8. Wishing to support the ratification and implementation of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions;

9. Recognising the role of the Council of Europe as a member of the “Group of Friends” of the Alliance of Civilizations;

10. Having regard to their respective competences, specific characteristics and programmes of activities, and building on their existing good relations;

11. Wishing to intensify co-operation and mutually benefit from each other’s experience concerning matters of joint interest;

Have agreed as follows:

Objectives and Principles of co-operation in intercultural dialogue

12. The Alliance of Civilizations and the Council of Europe (hereinafter referred to together as “the Parties”) will enhance their co-operation in the field of intercultural dialogue in all areas of joint interest in order to achieve complementarity and avoid overlapping.

13. On the basis of partnership and complementarity, taking due account of their comparative advantages and expertise, the Parties will take all necessary steps to further their co-operation through exchange of information concerning their respective activities and through the development of joint action as set out below.

14. The cooperation will aim for added value and make the best possible use of existing resources. Measures implementing this Memorandum of Understanding will be subject to the application of the Parties’ respective rules and policies and also subject to the availability of the appropriate financial and other resources.

Priority areas of co-operation in intercultural dialogue

15. The Parties will ensure that their co-operation will further their aims and objectives, notably the promotion and protection of democracy, human rights and the rule of law; the fight against all forms of discrimination on any ground; the equal dignity of every human being and gender equality; inclusive and cohesive societies; the democratic governance of cultural diversity; intercultural dialogue, including its religious dimension, as well as intercultural exchange ; and the strengthening of democratic citizenship and participation and the promotion of civil society.

16. The Parties are committed to developing joint activities in fields of common interest wherever appropriate and feasible. Priority areas of co-operation between the Parties cover:

• Human rights, democracy and rule of law: The Parties will explore possibilities for joint action aimed at strengthening human rights, democracy and rule of law, including the values underpinning intercultural dialogue.

• Education: The Parties will co-operate in such areas as education for democratic citizenship, human rights, tolerance, mutual respect, intercultural awareness and global education. They are committed to initiate and support educational programmes which are inspired by the principles of equal rights, inclusiveness, fairness and multiperspectivity, and which foster cultural sensitivity and critical thinking. Within their areas of competence, the Parties will promote interaction among educational institutions, educational staff and students in Europe and its neighbouring regions. The European Resource Centre on Education for Democratic Citizenship and Intercultural Education in Oslo will play a role in this context.

• Youth: The Parties will develop their co-operation through joint priority areas of action designed to promote increased youth participation in intercultural dialogue and decision-making processes and aimed at giving all young people the means to play an active role in political and social life without discrimination. They will foster non-formal education and training opportunities for youth workers in human rights and intercultural dialogue, and will facilitate youth exchanges as well as promote long-term bridge building activities between diverse cultural and religious groups. The Parties will promote the development of youth policies with a particular emphasis on intercultural dialogue by encouraging co-operation between policy-makers, researchers, young people and youth workers.

• Culture: The Parties will investigate the possibility of co-operation in cultural, audiovisual and heritage policies, including the exchange of information on good practice and policy strategies at local level as well as the joint development of existing tools for information and co-operation.

• Media: The Parties will seek to co-operate in the promotion and defence of freedom of expression and information and freedom of the media. They will explore the possibilities of promoting the access of all persons to media and new information and communication services. They will explore co-operation in the area of media literacy development and journalists training programmes in intercultural issues. They will seek to foster the awareness of media professionals of the need for intercultural dialogue, mutual respect, tolerance and co-operation across ethnic, cultural, religious and linguistic boundaries.

• Migration and social cohesion: The Parties will co-operate in the field of social cohesion on the basis inter alia of the Revised Social Charter of the Council of Europe and the relevant instruments of the United Nations. They will particularly promote the social and cultural inclusion of migrants and vulnerable and minority groups in society, the fight against discrimination, and measures aiming at strengthened democratic citizenship and participation.

17. Other areas of co-operation may be determined by mutual agreement.

Co-operation arrangements

18. The Parties will designate "focal points" within their secretariats to be responsible for permanent contacts between them. Ad hoc contacts at a political level may be organised on topical issues of joint interest.

19. The “North-South Centre” (Lisbon), given its position as a bridge between the Council of Europe and neighbouring regions, is expected to play a specific role in the implementation of this Memorandum of Understanding.

20. The Alliance of Civilizations will consider participating in the “Faro Open Platform of inter-institutional cooperation for intercultural dialogue”.

21. This Memorandum of Understanding will cover a period of three years at the end of which the Parties will evaluate its implementation and, based on this evaluation, will agree in writing on its renewal and upon modifications as necessary.

Visibility

22. The Parties will take measures to enhance the visibility of their co-operation and joint activities to the general public. The Parties mutually will support each other in their relations with the media and with regard to web contents.

The Militarization of the Alliance of Civilizations Richard Peterson (August 24, 2007) - Over the months that followed the cartoon crisis, I paid very close attention to the Alliance of Civilizations’ web site. Daily search engine inquiries and AoC web visits had become routine. July and August yielded more than enough reading material. One such report, the OSCE contribution to the Alliance of Civilizations initiative, was released in June. The OSCE originated from the Helsinki Final Act of 1975 (also known as the Helsinki Process) and changed its official name to the Organization for Security and Co-operation of Europe in 1994. To this day, the Helsinki Process remains active working to implement a one world government. What I found was that the OSCE had been particularly impressed with how the EU’s High Representative Javier Solana and the Alliance of Civilizations had turned the cartoon crisis into opportunity. Now they were on board and had written of their unique position to contribute to the implementation of the AoC initiative. Although I found aspects of the report somewhat troublesome, it wasn’t until I read the Alliance’s July 17 Report of the Hearing with the International Community and Civil Society that I decided to give the OSCE a second in-depth look. The International Hearings report contains the following: “The Military Staff Committee, instead of being abolished, should be revived so that meetings of military leaders at different levels could be introduced for the international practice.” (page 26) It appeared that the defunct Committee was about to be revived! I also read: “On the national level, constitutional democracy does not entail the existence of a police state or military watchdog, but implies observation of the laws that have been worked out by the elected representatives, as well as the adherence to the value system.” (page 26) This reminded me of a statement in the OSCE report that I found puzzling. They said that the OSCE is the world’s largest regional security organization, comprising of 56 participating states and that “decisions are based on consensus and are politically but not legally binding”. What did that mean? I found my answer in the Helsinki Process Papers--Building Democracy From Manila to Doha: The Evolution of the Movement of New or Restored Democracies as follows: “Under its human dimension objectives, the OSCE has adopted instruments, created norms and initiated activities for the promotion of democracy and governance. The OSCE instruments are "politically binding commitments" for the participating states, and become effective upon adoption and implementable without having to wait for subsequent domestic approval or ratification. This process allows also the OSCE to react quickly to new needs.” (page 67) The Barcelona Process, established in 1995, set among its goals the responsibility of straightening out the clash of civilizations as well as combating religious fundamentalism worldwide. The Alliance of Civilizations intends to start operations within the framework of the Barcelona Process and then amplify the AoC initiative globally. Next is NATO and the AoC. NATO is also on board with the Alliance of Civilizations and, unknown to most Americans, has split under the Berlin-Plus Agreement. In the event of a crisis situation, NATO assets are transferred to the European Union’s Political and Security Committee presently presided over by EU High Representative Javier Solana. Crisis management drills have already been conducted to test the Berlin-Plus arrangement. Moving in we have the European Union which has at its disposal the crisis management Battle Groups which can simultaneously sustain multiple offensive operations. These battle groups are intended for rapid deployment while awaiting reinforcements from member states’ militaries and NATO assets. The European Security Strategy has committed to strengthening the United Nations so that it may fulfill its role in global governance. Anything that undermines global governance is considered by Solana to be a threat. Statewatch’s report, Arming Big Brother, provides an excellent analysis of the EU’s militarization. The EU is fully committed to the Alliance of Civilizations as it has appointed the Anna Lindh Foundation to oversee its implementation. more...

Statement by the Secretary-General at the opening session of the Second Meeting of the High-level Group for the Alliance of Civilizations (February 26, 2006) - Javier Solana: "Your Highness, [Abdallah al-Thani, Prime Minister of Qatar] Excellencies, Ladies and Gentlemen, First let me thank Your Highness for hosting this meeting and providing an environment conducive to its very important task. I am very grateful to you all for being here today. When we set up the Alliance of Civilizations last year, we said that it was “intended to respond to the need for a committed effort by the international community – both at the institutional and civil society levels – to bridge divides and overcome prejudice, misconceptions and polarization”. We should all be grateful to the Prime Ministers of Spain and Turkey for being prescient in anticipating a vital issue in today's world. We also said that the Alliance would “aim to address emerging threats emanating from hostile perceptions that foment violence”; and we specifically mentioned “the sense of a widening gap and lack of mutual understanding between Islamic and Western societies”. The passions aroused by the recent publication of insulting cartoons of the Prophet Muhammad, and the reaction to it, show only too clearly that such threats are real, and that the need for a committed effort by the international community is acute. Of course, the Alliance was not launched to deal with immediate crises like this. But the intensity of feeling that we have witnessed in the last few weeks comes from a deep reservoir of mistrust and resentment, which was there long before the offensive cartoons were first printed. In fact, this present crisis can be considered an expression of a much deeper and longer-standing crisis, which is precisely the one that the Alliance was intended to address. At the heart of this crisis is a trend towards extremism in many societies. We should beware of overemphasizing it, because extremism in one group is almost always fed by the perception of extremism in another group. Few people think of themselves as extremists, but many can be pushed towards an extreme point of view, almost without noticing it, when they feel that the behaviour or language of others is extreme. So let us always remember that those who shout loudest, or act in the most provocative ways, are not necessarily typical of the group on whose behalf they claim to speak. I think one can safely say that most non-Muslims in western societies have no desire to offend the Muslim community, and that most Muslims, even when offended, do not believe that violence or destruction is the right way to react. Let us also remember that neither “Islamic” nor “Western” societies are homogeneous or monolithic. In fact, there is a great deal of overlap between the two. In past centuries one could speak of clearly distinct Islamic and Western (or Christian) civilizations, but many modern societies embody the heritage of both those civilizations, and many individuals today see no contradiction between their Muslim religion and their membership of Western societies. In truth, the present conflicts and misunderstandings probably have more to do with proximity than with distance. The offensive caricatures of the Prophet Muhammad were first published in a European country which has recently acquired a significant Muslim population, and is not yet sure how to adjust to it. And some of the strongest reactions – perhaps especially the more violent ones – have been seen in Muslim countries where many people feel themselves the victims of excessive Western influence or interference. Whether or not those who published the caricatures were deliberately seeking to provoke, there is no doubt that some of the violent reactions have encouraged extremist groups within European societies, whose agenda is to demonize Muslim immigrants, or even expel them. Similarly, the republication of the cartoons, and the support for them voiced by some leaders in Europe, have strengthened those in the Muslim world who see Europe, or the West as a whole, as irredeemably hostile to Islam, and encourage Muslims always to see themselves as victims. So misperception feeds extremism, and extremism appears to validate misperception. That is the vicious circle we have to break. That, as I see it, is the purpose of the Alliance. It is important that we all realize that the problem is not with the faith but with a small group of the faithful – the extremists who tend to abuse and misinterpret the faith to support their cause, whether they derive it from the Koran, the Torah or the Gospel. We must not allow these extreme views to overshadow those of the majority and the mainstream. We must appeal to the majority to speak up and denounce those who disrespect values and principles of solidarity that are present in all great religions. If they fail to do so, the essential dialogue between cultures and societies will be reduced to an angry exchange between the fringes, with each side assuming that extremists speak for the other side as a whole and – in turn – allowing its own extremists to frame its response. Yesterday we had a meeting of leaders from concerned international organizations – the Organization of the Islamic Conference, the League of Arab States, as well as the United Nations – and the foreign ministers of some concerned countries – Spain, Turkey, and our hosts here in Qatar. We all agreed that everyone is entitled to freedom of worship and freedom of opinion and expression, as defined in the Universal Declaration of Human Rights. But we also agreed that these rights carry with them an inherent responsibility, and should not be used to degrade, humiliate or insult any group or individual. On the contrary, we should all exercise great sensitivity when dealing with symbols and traditions that are sacred to other people. We also agreed on the need for dialogue on these issues between people of different beliefs or traditions, and on the need to work together to overcome intolerance and exclusivism. But we also realised that that is much easier said than done. We had to ask ourselves an uncomfortable question: how effective are our voices of moderation and reconciliation, when it comes to countering the narratives of hatred and mistrust? The sad truth is that these narratives, however deceptive, can be very compelling. Incidents like a caricature of the Prophet, or a death threat to the artist who drew it, make far more impact on the popular imagination than pious statements issued by foreign ministers and secretaries-general. And this is where we look to you, the High-Level Group, for help. Lofty ideas alone are not enough. We need to develop a language that will carry them. We need to develop sobering, but equally compelling counter-narratives of our own. We need to engage in dialogue not only scholars, or diplomats or politicians, but also artists, entertainers, sports champions – people who command respect and attention right across society, and especially among young people, because it is very important to reach young people before their ideas and attitudes have fully crystallised. I very much hope that you can come up with specific, concrete suggestions for ways of carrying this dialogue forward so that it can really catch the popular imagination; so that we are not just a nice group of people agreeing with each other, but people with a message that can echo round the world. That message must say that free speech involves listening as well as talking. It must tell people of all faiths that it is too late in our common history to go back to wars of religion, and urge them to ask themselves whether they want their children to grow up in a world of hate. It must say – but in better, more compelling language than I can find – that diversity is a precious asset, not a threat. It must be a divine message – heard not in the earthquake, nor in the fire, nor yet in the rushing mighty wind, but in the still, small voice of calm. Thank you very much."


What is the Alliance of Civilizations? From Constance Cumbey's Blog (December 27, 2006) - An article by our reader and contributor affectionately known to us as “Rich of Medford” The final report of the United Nations’ Alliance of Civilizations (AoC) initiative was released last month. In addition to its usual goal of combating exclusivist ideology, the report contains some interesting elements:

1) Exclusivist ideology is defined as “those who feed on exclusion and claim sole ownership of the truth. (Christians, read John 14:6 as you consider this statement.)

2) The core issue identified to be the bridge between the West and Islam is resolution of the Israeli-Palestinian conflict.
3) The global and problematic players in this conflict have been identified as the adherents of the three monotheistic faiths.
4) Failure to resolve this conflict will result in a failed Alliance of Civilizations.

Also noteworthy is that the AoC has identified the European Union’s Barcelona Process as one of the frameworks in which it intends to operate. For those unfamiliar with the Process, it is the foundation of the EU’s political, economic, and social policy. The Process, also known as the Euro-Mediterranean Partnership, is represented as the only platform that can solve the Israeli-Palestinian conflict. The social dimension of the Process, with implementation facilitated by the Anna Lindh Foundation, cooperates with the AoC and shares the common goal to combat religious fundamentalism worldwide.So what happens to the adherents of the monotheistic faiths if the peace process fails? Lucis Trust, one of the contributors to the AoC initiative gives us an idea. In its publication The Rays and the Initiations, Lucis Trust says that those faiths are but three dead and gone religions with Judaism being old, obsolete, and separative. Christianity, they say, has served its purpose and the new age Christ will replace the Gospel with a new truth. As for Muslims, they will accept the new age Christ as their Imam Mahdi “who will lead them to light and to spiritual victory.” The objective of the AoC, therefore, is “to enforce an Alliance of Civilizations against all those who…give prevalence…to a logic of division and confrontation.” Since the Alliance intends to be fully prepared to enforce its objectives by 2009, I suspect that’s when they will introduce their symbol. Timing is everything. The European Commission has just submitted a document to the author of the Barcelona Process that it is time to deliver. If the planners of the AoC really mean what they say, may God help us all.
 

Alliance of Civilizations - THE REPORT - To advance the Alliance of Civilizations, the UN Secretary-General established a High-level Group of eminent personalities and tasked this Group with generating a report containing an analysis of the rise in cross-cultural polarization and extremism and a set of practical recommendations to counter this phenomenon.  The High-level Group met five times from November 2005 to November 2006, at the conclusion of which it produced a report which takes a multi-polar approach within which it prioritizes relations between Muslim and Western societies. The report is structured in two parts: Part I presents an analysis of the global context and of the state of relations between Muslim and Western societies.  It concludes with a set of policy recommendations, indicating the High-level Group's belief that certain political steps are pre-requisites to any substantial and lasting improvement in relations between Muslim and Western societies.  Part II of the report reflects the High-level Group's view that tensions across cultures have spread beyond the political level into the hearts and minds of populations.  To counter this trend, the Group analyzes and presents recommendations in each of four thematic areas: Education, Youth, Migration, and Media.  The Report concludes with the High-level Group's suggestions for the implementation of its recommendations. The Report of the High-level Group was presented to UN Secretary-General Kofi Annan and to Prime Ministers José Luis Rodríguez Zapatero and Recep Tayyip Erdoðan on 13 November 2006 at the final meeting of the High-level Group in Istanbul, Turkey. What About the Roman Empire? - The origins of the man who would run the EU, IF the EU is the 7 headed 10 horned beast.

"Many Christian teachers have taught that the Antichrist will emerge from the Roman Empire and then rule over most parts, if not all, of Europe. Thus, his empire will be a revived version of the Roman Empire. For an idea of what the Roman Empire looked like, see this map. It stretched from Spain to Mesopotamia and Assyria (modern day Iraq). In Daniel 8, we read of another of Daniel's vision that concerns the End Times. In this chapter, Daniel saw a two-horned ram that was attacked by a goat and killing the ram. Then the large horn of the goat was broken, and in its place four horns took its place. The Angel Gabriel identified that the ram was the Medo-Persian Empire (v. 20), and the goat the Greek Empire (v. 21). When Alexander the Great died at the young age of 33 ("at the height of his power") (v. 8), his empire was divided by his four generals (v. 8): Seleucus (Seleucid Empire), Ptolemy (Egypt), Lysimachos (Thrace) and Cassander (Macedon and Greece). See this map for this partition. The Seleucid Empire has its capitol over Babylon and was the largest of the four. It is also the one that the Bible described concerning the Antichrist: Out of one of them came another horn, which started small but grew in power to the south and to the east and toward the Beautiful Land. (Daniel 8:9) "Beautiful Land" of course refers to the land of Israel. Thus, we can see that this "little horn" comes from the geographic region of the Seleucid Empire. Many have also seen that the description of the little horn also fit somewhat Antiochus IV Epiphanes, a ruthless Seleucid king who desecrated the Jewish Temple by sacrificing a pig on its altar and setting up a statue of Zeus. However, the problem of simply treating the passage as dealing with Antiochus is that the Angel Gabriel explicitly told Daniel that "the vision concerns the time of the end" (v. 17), and the visions concern "what will happen later in the time of wrath because the vision concerns the appointed time of the end" (v. 19). It's fulfillment, therefore, is two-fold, one concerning Antiochus and the other the Antichrist "at the appointed time of the end". It is clear that Antiochus IV Epiphanes was, at the most, a prototype of the Antichrist that is to come."


My personal take on the article above is that the lineage of the future antichrist comes from this region, not that the antichrist will be born in this geographical region. Why would I say that? Well the evidence of where the antichrist comes from is based on one of the horns that grows to the southeast. The context to the identity of the antichrist is based in the time tied to this kingdom existing. It no longer does, yet it is tied to the end. However, the antichrist's great, great, great, great (and so on...) grandparents could have come from this empire and through history kept their lineage for the eventual birth of the man who would be the man of sin. Maybe they're not trying to do that, but it will end up with the birth of the future antichrist and his lineage will come from this area. It's a possibility that shouldn't be overlooked. It should also be noted that the Seleucid Empire eventually became provinces of the Roman Empire as this map shows. So technically, the antichrist comes from both the Seleucid Empire and the later Roman Empire. And both the nations of the EU and the old Seleucid Empire are connected by their belonging to the Roman Empire. So the EU would still be the revived Roman Empire and the lineage of the antichrist will be from the Seleucid Empire.

In December the Vienna European Council expressed the opinion that the Secretary-General of the Council and High Representative for the CFSP should be appointed as soon as possible and be a personality with a strong political profile. It invited the Council to prepare common strategies on Russia, Ukraine, the Mediterranean region and the western Balkans, on the understanding that the first would be on Russia. Welcoming the new impetus given to the debate on a common European policy on security and defence, the European Council also noted that the CFSP should be backed by credible operational capabilities (1).

European Neighborhood and Partnership Instrument (ENPI)

The Euro-Mediterranean Partnership or Barcelona Process is a wide framework of political, economic and social relations between member states of the EU and countries of the Southern Mediterranean. It was initiated on 27-28 November 1995 through a conference of Ministers of Foreign Affairs, held in Barcelona. Besides the 27 member states of the European Union, the remaining "Mediterranean Partners" are all other Mediterranean countries without Libya (which has had 'observer status' since 1999). Since the establishment of the European Neighbourhood and Partnership Instrument in 2007 the Euro-Mediterranean Partnership initiative will become fully a part of the wider European Neighbourhood Policy (ENP). The Association Agreements signed with the Mediterranean states aim at establishing of a Euro-Mediterranean free trade area.

What is the European Neighbourhood and Partnership Instrument (ENPI)?
From the beginning of the next budget cycle (Financial Perspective) in 2007, financial support for the European Neighbourhood Policy and ENP countries will be provided through a dedicated European Neighbourhood and Partnership Instrument (ENPI). The ENPI will target sustainable development and approximation to EU policies and legislation, and bring a radical improvement in our capacity to support cross-border cooperation along the EU’s external borders – thus giving substance to our aim of avoiding new dividing lines. The ENPI will replace MEDA and TACIS and other existing instruments such as the European Initiative for Democracy and Human Rights (EIDHR).

The ENPI is a “policy driven” instrument that will operate in the framework of the existing bilateral agreements between the Community and the neighbouring countries. It will focus in particular on supporting the implementation of the ENP Action Plans. In that context it will go further than promoting sustainable development and fighting poverty to encompass for example considerable support for measures leading to progressive participation in the EU’s internal market. Legislative approximation, regulatory convergence and institution building will be supported through mechanisms such as the exchange of experience, long term twinning arrangements with Member States or participation in Community programmes and agencies.

A specific and innovative feature of the instrument is its cross border co-operation component. Under this component, the ENPI will finance ”joint programmes” bringing together regions of Member States and partner countries sharing a common border. The instrument will bring a radical simplification in procedures and substantial gains in efficiency. It will use a “Structural Funds” approach, based on multi-annual programming, partnership and co-financing. The cross border co-operation component of the ENPI will be co-financed by the European Regional Development Fund (ERDF).

The words “and Partnership” in the title of the instrument reflects the fact that this will also fund the implementation of the Strategic Partnership with Russia (previously funded through the TACIS programme).

Why was a new funding instrument necessary for this policy area?

It has proved difficult to support cross-border cooperation along the EU’s external border due to the need to combine internal funding instruments (Regional/Structural Funds) with external funding instruments (e.g. TACIS, MEDA), operating with different rules and procedures. In its 2003 Communication on “Wider Europe”, the Commission recognised the importance of encouraging cross border co-operation at the EU’s external border, with the overall aim of preventing the creation of new dividing lines in Europe. In order to overcome the difficulties which arose from the combination of the different rules and procedures, the Commission proposed a single set of rules to cover cooperation at all of the EU’s external borders. This was spelled out in more detail in the Commission’s 2004 ENP Strategy Paper. Both documents were based on the idea of ENPI complementing rather than replacing the existing instruments (e.g. MEDA, TACIS) .

However, as a result of parallel work on reforming the overall way in which EU external policies are funded, the Commission then proposed that the plethora of existing instruments funding external relations should be completely replaced, from the next budget cycle (2007-2013), by a much simpler system. This would mean three emergency instruments (humanitarian, macro-financial and a new Stability Instrument) and three policy-driven instruments (one for pre-accession, one for ENP and one for development and economic cooperation). These would replace all existing external relations funding programmes for the areas that they cover.

As regards cross-border cooperation, a key objective of the ENP, the new ENPI instrument will therefore provide a radical improvement over the current situation. Until the new instrument comes into existence (2007), efforts are being made to already improve cross-border cooperation, using the existing instruments, through Neighbourhood Programmes.

12th Euro-Mediterranean Conference on Economic Transition - February 20-21, in Brussels EUROMED Info Center (January 22, 2008) - Over 200 government officials, civil society groups and academics and researchers, the majority from the Mediterranean Partner Countries, but also member state and European Commission officials interested in the economic aspects of the Euro-Mediterranean Partnership, are expected to attend the 12th Euro-Mediterranean Conference on Economic Transition. The conference, taking place in Brussels on February 20-21, will deal with "Financial and Banking Services at the heart of Economic Transition". According to the European Commission, for the first time a significant number of representatives of Central Banks, Banks and Finance from the Euro-Med region, and other high-level officials will be attending. EU civil society representatives interested in the economic aspects of the ENP are also expected to be present. The Economic Transition conferences are a regular feature of the economic dialogue between the EU and its Mediterranean Partners. Its main purpose is to foster a better understanding of the policies and issues related to the process of economic transition in the Mediterranean Partner economies in the context of the Barcelona Process, the Association Agreements and, increasingly, the ENP. It's stated right here that the ENP is a renewing of the 1995 Barcelona Process that failed to accomplish the desired goals. Not only does the ENP confirm the previous Barcelona process, but it also has a mid-term review after 3 1/2 years!

The EU and US as a shared Bipolar Global Power

A comprehensive article was published in 2005 concerning a transatlantic military strategy as published by the US army. It is now apparent the new US military strategy is a bipolar one between the EU and the US. I have not had a chance to read it all yet, but it is clear what the intentions are. It involves the transfer and merging of US corporations to the EU to support an EU based military defense system in tandem with the US military.

Rather than build their own companies from the ground up, EU companies have been outright buying US companies for a number of years now and creating their own conglomerate corporate giants like Daimler-Chrysler. Another trend I also noticed when I researched this was some companies bought by European ones become converted to private corporations.

Here is the opening statement from an analysis of a Bipolar EU/US military strategy.

Today, U.S. and European defense firms are at a crossroads. Opportunities for the construction of a transatlantic defense sector are tangible, but significant obstacles may accelerate the formation of a bipolar industrial base. While market forces played a key role in the transformation and consolidation of these sectors in recent years, political considerations are largely responsible for a restructuring process that has been almost entirely among U.S. firms in the United States and among European Union companies in Europe.

Europa Riding a Beast

Europe has chosen another symbol to identify Europe, an image of a woman sitting on a beast - symbolic of both spiritual and political power! There are two parliament buildings for Europe, one in Strasbourg in France, and the other in Brussels in Belgium - both contain murals depicting this woman. And outside the Council of Europe Building in Brussels is a crude sculpture of this evil, scarlet woman, riding the evil beast. Is she the woman.
