prophecy is because of the diligent watching and reporting by

Short History of the EU
Wikipedia: The European Union (EU) is a supranational and
intergovernmental union of 27 democratic
member states in Europe. The European Union was established under
that name in 1992 by the
Maastricht Treaty. Many aspects of the Union existed before then
through a series of predecessor relationships, dating back to 1951.In
1985, the
Schengen Agreement abolished passport control and customs checks
for most member states within EU's internal borders, creating, to some
extent, a single area of free movement for EU citizens to live, travel, work
and invest. A
Common Foreign and Security Policy was established as the second
of the
three pillars of the European Union.
Important EU institutions include the
European Commission, the
Council of the European Union, the
European Council, the
European Central Bank, the
European Court of Justice, and the
European Parliament which is elected every five years.
Working Groups - Nameless bureaucrats meeting behind closed
doors in a multinational setting, where they are writing laws to
integrate and harmonize laws. (20
"working groups" were created following the Security & Prosperity
Partnership (SPP) meeting March 23, 2005 to harmonize America's laws
with Mexico and Canada.
America is also ceding power to Europe in certain emergency
situations.)

The “Maastricht Treaty” called the EU
(European Union) might have created the ten kings of
Daniel
7 and
Revelation 17 in 1995. It has been under the Church Radar ever since.
Most likely because that church is looking at Papal Rome when we should be
looking at Governmental Rome. The Great Roman Empire.
The Maastricht Treaty (1992) established EU citizenship and the European
Monetary Union (EMU). The Treaty of Maastricht (1992) introduced new forms
of co-operation between the member state governments. By adding this
inter-governmental co-operation to the existing "Community" system,
the
Maastricht Treaty created the European Union (EU).
European Neighborhood Policy / Barcelona Process or Barcelona Declaration
(ENP) The Euro-Mediterranean Conference of Ministers of Foreign Affairs in
Barcelona, on November 27-28, 1995, established the Euro-Mediterranean
Partnership (EMP) This marked the starting point of the Euro-Mediterranean
Partnership called the Barcelona Process, with the overall objective of
turning the Euro-Mediterranean basin into an area of dialogue, exchange and
co-operation guaranteeing peace, stability and prosperity.

E.U. "ROMED"
There is a wide framework of political, economic and social relations
between the Member States of the EU and Partners of the Southern
Mediterranean. The latest EU enlargement, on 1st May 2004, has brought two
Mediterranean Partners (Cyprus and Malta) into the European Union, while
adding a total of 10 to the number of Member States. (the ten Horns)
Regional and multilateral co-operation complements and reinforces the
approach. Regional programs operate in all three domains of the Barcelona
Declaration, namely the
- political and security dimension
- the economic and financial dimension
- the social, cultural and human dimension.
Regional activities are open to all the
partners. On a multilateral level, they adopted the Barcelona Declaration,
composed of three pillars for developing the main elements of a political
and security partnership,
- The definition of a common area of
peace and stability through the reinforcement of political and security
dialogue (Political and Security Chapter).
- The construction of a zone of shared
prosperity through an economic and financial partnership and the gradual
establishment of a free-trade area (Economic and Financial Chapter).
- The rapprochement between peoples
through a social, cultural and human partnership aimed at encouraging
understanding between cultures and exchanges between civil societies
(Social, Cultural and Human Chapter).
- to act in accordance with the UN
Charter and the Universal Declaration of Human Rights; to develop the
rule of law and democracy in their political systems; to respect human
rights
- and fundamental freedoms and
guarantee the effective legitimate exercise of such rights and freedoms,
including freedom of expression and freedom of association; to respect
and
- ensure diversity and pluralism in
their societies, promote tolerance between different groups in society
and combat manifestations of intolerance, racism and xenophobia
On March 28, 2006 Acting Prime Minister Ehud Olmert declared victory in
Israel's elections Tuesday, saying he will seek negotiations with the
Palestinians.The European Union (EU) has over 456 million inhabitants and
currently has 25 member states. The Western European Union (WEU) was actually
made up of 28 European nations. At that time, the 28 nations in the WEU were
divided into four different types of membership.

10 Associate Partners. Only the 10
Member States had full voting rights
The ten nations from this are the ten horns:

All these have been members of NATO
and are also members of the EU with Javier Solana being the ex-leader of
NATO
The little Horn:
Javier Solana? Javier Solana was the 1995-1999 NATO Secretary General. He left that job two
months early, in October 1999 to take the newly created position of Office
of the High Representative of the Common Foreign and Security Policy (CFSP)
of the EU a position created by the Council of Vienna in December 1998 and
encoded in Section 666, Javier Solana is Secretary General of both the
European Union and the 10 nation permanent member Western European Union

In December 1998, the Vienna European
Council expressed the opinion that the Secretary-General of the Council
and High Representative for the CFSP should be appointed as soon as
possible and be a personality with a strong political profile. It invited
the Council to prepare common strategies on Russia, Ukraine, the
Mediterranean region and the western Balkans, on the understanding that
the first would be on Russia. Welcoming the new impetus given to the
debate on a common European policy on security and defense, the European
Council also noted that the CFSP should be backed by credible operational
capabilities. He has been officially designated to serve as the powerful
new Foreign Minister of the European Union under its new constitution,
effective upon full ratification expected in 2006.
Then
go here to see Javier Solana's credentials. As such Javier
Solana will combine the positions of Commissioner of External Relations and
Common Foreign and Security Policy chief. This advisory body is expected to grow
as he continues to enlarge his EU roles. It is expected that ratification will
be complete sometime in 2006 and that new roles may begin in 2007. Under the new
constitution, he will easily be the most powerful figure in the European
government, he having a unique power of initiative not even shared by the
presidency. He will also automatically serve as Vice President of the European
Commission.

The EU is not a military entity but a political one and their power is not
in might but in commerce
The EU’s Euro-Mediterranean Partnership for Peace (EUROMED or EU "Romed") combined with
the EU’s new European Neighborhood Policy (ENP) and coming seven-year
budget period may set the stage perfectly for the seven year trib.
My personal belief differs on this point.
There is not "seven year trib" spoken of in scripture. There is
a seven-year period of time called the 70th week of Daniel, but
only 3½ years of that is the
time of great tribulation. I view
the
seven year covenant as Satan's plan for Israel while God's eternal plan,
the 70th week of Daniel, is set apart from that time. I believe that the
70th week of Daniel starts when Israel's judgments are completed, which
happened to be
Rosh
Hashanah, 2005.
This is
14,000 days
after the end of
Ezekiel's 430 days
prophecy.
This seven-year budget term begins on January 1, 2007 and ends December 31,
2013. The EU leaders run their political agenda around their budget. In
other words, the ENP was created to finance Javier Solana's foreign policy
objectives for peace -- the confirming of his Euro-Med covenant with many
-- for a seven-year period,

This "confirming" many Bible scholars believe Scripture actually says the
coming Antichrist will "confirm," or "make strong," an existing agreement
for seven years -- not make a new one.
This is
another point that makes me separate the 70th week of Daniel from the 7
year confirmed covenant with many. The first 69 weeks of Daniel were 360
day years and fulfilled to the day. The modern calendar is 365 days.
Again, I believe the answer is in the recognition of
two periods of 7
years in Daniel 9:27. God's calendar (70th
Week of Daniel)
and the end-time calendar (confirmed covenant /
1st Seal).
since they are so into Human rights, Javier Solana will find a need to
fight for animal rights and put an end to the daily sacrifice.

An Unfinished
Tower
Above is an illustration of the one of the buildings of the
European Parliament in
Strasbourg France, the Louise Weiss Building, which
includes a tower that appears to be unfinished. Below on the left is
a painting done in 1563 of the Tower of Babel, by
Pieter Brueghel the
Elder, a Flemish Northern Renaissance Painter. Below
on the right is a poster produced by the European Union symbolically
depicting their mission. It combines the 12 stars of the EU flag
with the rebuilding of the tower of Babel with the motto Europe:
Many Tongues One Voice. Note also that the stars are shown as
inverted pentagrams, an occult symbol for Satan.

The tower of the Louise Weiss Building (shown below), although it
looks unfinished, was designed with the expressed purpose of
resembling the tower of Babel as depicted in
Brueghel's painting!

The European Union is clearly saying symbolically that their goal
is a defiant reversal of an act of God. The prophecy of Daniel
chapter 2 tells us that this end-time attempt at unification will
ultimately fail as an unfinished work, that it will soon be replaced
by the Kingdom of God.
Daniel 2:43,44
And whereas thou sawest iron mixed with miry clay, they shall
mingle themselves with the seed of men: but they shall not
cleave one to another, even as iron is not mixed with clay. And
in the days of these kings shall the God of heaven set up a
kingdom, which shall never be destroyed: and the kingdom shall
not be left to other people, but it shall break in pieces and
consume all these kingdoms, and it shall stand for ever.
The EU expanded from 15 members to 25 in
2004, making a new constitution necessary for practical governing.
Before it could come into effect, the EU constitution had to
be ratified by all 25 EU member states, either through a referendum
or by a parliamentary vote. Nine countries already had done so:
Austria, Hungary, Italy, Germany, Greece, Lithuania, Slovakia,
Slovenia and Spain,
however,
rejection by even a single remaining country would prevent it from
taking effect in November of 2006.
The "no" vote that derailed the EU
constitution happened on May 29th, 2005 in France. The Netherlands
also voted "no" on June 1st, 2005 and the United Kingdom announced
on June 6th, 2005 that it would not vote on the constitution. For
all practical purposes, the EU constitution and its attempt at unity
is dead.
As of January 1, 2007, the EU
expanded to 27 nations with the addition of Bulgaria and Romania.
The European Union dropped plans for a constitution and decided
to amend two existing treaties instead.
Signed by the heads of state in Lisbon on December 13th, 2007,
it must be ratified by all 27 member nations to go into effect, so
like the failed constitution, a single no vote will prevent the
Lisbon treaty from being implemented.
I believe it may be
that the three "no" votes could be represented in Bible prophecy
by the 3 horns that are plucked up by their roots. With the
Lisbon Treaty, the European Constitution is going through,
giving great power to the President and Foreign Minister and
create a "European State" regardless of derailing previously by
France, Netherlands and Britain. This is the
fourth kingdom, the revived Roman Empire...

After this I saw in the night visions, and behold a fourth
beast, dreadful and terrible, and strong exceedingly; and it had
great iron teeth: it devoured and brake in pieces, and stamped
the residue with the feet of it: and it was diverse from all the
beasts that were before it; and it had ten horns. I
considered the horns, and, behold, there came up among them
another little horn, before whom there were three of the
first horns plucked up by the roots: and, behold, in this
horn were eyes like the eyes of man, and a mouth speaking great

was amended and signed in Lisbon, Portugal, by the prime ministers
and foreign ministers of the 27 EU Member States on December 13,
2007. The treaty retains most of the content of the proposed EU
Constitution which was rejected in the French and Dutch referendums
on May 29 and June 1, 2005, respectively. The Lisbon Treaty amends
the Treaty on European Union (TEU) and the Treaty establishing the
European Community (TEC), which is renamed "Treaty on the
Functioning of the European Union" (TFEU). Following the
parliamentary ratification of the Lisbon Treaty by all Member States
by the end of 2008, it is aimed to have the Treaty come into force

The Lisbon Treaty is
basically the European Constitution under a different name. It offers many
of the powers previously sought to create a Foreign Minister
position that would speak for Europe. Regarding who that power
has been given in the past, I will let the leaders speak for
themselves.

And the ten horns which thou sawest are ten kings, which have
received no kingdom as yet; but receive power as kings one hour
with the beast. These have one mind, and shall give their power
and strength unto the beast.
In short, I will share some excerpts from this new European
government structure and show also how it is connected to NATO and
thereby the United States to have military and civilian assets
available in the event of an emergency as determined by the
leadership
to conquer terrorist forces if need be to keep order, peace and
security. And so by peace many will be destroyed.

linked above. The purpose is to show in the documentation how power
consolidation is being made such that all resources will be
available to the High Representative over the military and civilian
forces of the EU and UN:

has the EU countries there work for his interests:
"Member States which are also members
of the United Nations Security Council will concert and keep the
other Member States, and the High Representative, fully informed.

of the Union, without prejudice to their responsibilities under the
provisions of the United Nations Charter. When the Union has defined
a position on a subject which is on the United Nations Security
Council agenda, those Member States which sit on the Security
Council shall request that the High Representative be asked to

recalls that, as regards the High Representative of the Union for
Foreign Affairs and Security Policy
whose term of office
will start in November 2009 at the same time and for the same
duration as the next Commission, he or she will be appointed in

2008, Dr. Solana seems to stand to gain additional powers (other

8. Declaration on practical measures to be taken upon the
entry into force of the Treaty of Lisbon as regards the
Presidency of the European Council and of the Foreign
Affairs Council
In the event that the Treaty of Lisbon enters into force
later than 1 January 2009, the Conference requests the
competent authorities of the Member State holding the
six-monthly Presidency of the Council at that time, on the
one hand, and the person elected
President of the
European Council [the largely
ceremonial "figurehead"] and the person
appointed High Representative of the Union for Foreign
Affairs and Security Policy [likely
Dr. Javier Solana], on the other hand, to take the
necessary specific measures, in consultation with the
following six-monthly Presidency, to allow an efficient
handover of the material and organisational aspects of the
Presidency of the European Council
[6-mo. rotating, i.e., Czech Republic on 1/1/09]
and of the Foreign Affairs Council
[foreign policy constituents of Dr. Solana's, imho].
P.S. Could be wrong, but also believe there
is a very strong likelihood that the
false prophet will likely be the "figurehead" president
of the Council and would venture to guess that the
individual who will fill that position has already been
selected.
Regarding the two main positions of President and Foreign
minister, here are some excerpts from the
consolidated version of the Lisbon Treaty.
Article 15:
6. The President of the European
Council
(a) shall chair it and drive
its work;
(b) shall ensure the
preparation and continuity of the work of the European
Council in cooperation with the President of the
Commission, and on the basis of the work of the General
Affairs Council;
(c) shall endeavour to
facilitate cohesion and consensus within the European
Council;
(d) shall present a
report to the European Parliament after each of the
meetings of the European Council.
The President of the European Union
shall, at his or her level and in that capacity, ensure the
external representation of the Union on issues concerning
its common foreign and security policy, without prejudice to
the powers of the High Representative of the Union for
Foreign Affairs and Security Policy...
Article 17: Commission duties
1. The Commission shall promote the
general interest of the Union and take appropriate
initiatives to that end. It shall ensure the application of
the Treaties, and measures adopted by the institutions
pursuant to them. It shall oversee the application of
Union law under the control of the Court of Justice of the
European Union. It shall execute the budget and manage
programmes. It shall exercise coordinating, executive and
management functions, as laid down in the Treaties. With
the exception of the common foreign and security policy,
and other cases provided for the Treaties, it shall ensure
the Union's external representation. It shall initiate the
Union's annual and multiannual programming with a view to
achieving interinstitutional agreements....
Article 18: The High
Representative of the Union for Foreign Affairs and Security
Policy
1. The European Council, acting by
a qualified majority, with the agreement of the President of
the Commission, shall appoint the High Representative of the
Union for Foreign Affairs and Security Policy. The
European Council may end his or her term of office by the
same procedure.
2. The High Representative shall
conduct the Union's common foreign and security policy.
He or she shall contribute by his or her proposals to the
development of that policy, which he or she shall carry out
as mandated by the Council. The same shall apply to the
common security and defence policy.
3. The High Representative shall
preside over the Foreign Affairs Council.
4. The High Representative shall be
one of the Vice-Presidents of the Commission. He or she
shall ensure the consistency of the Union's external action.
He or she shall be responsible within the Commission for
responsibilities incumbent on it in external relations and
for coordinating other aspects of the Union's external
action. In exercising these responsibilities within the
Commission, and only for these responsibilities, the High
Representative shall be bound by Commission procedures to
the extent that this is consistent with paragraphs 2 and 3.
Article 24:
3. The Member States shall support
the Union's external and security policy actively and
unreservedly in a spirit of loyalty and mutual solidarity
and shall comply with the Union's action in this area.
The Member States shall work
together to enhance and develop their mutual political
solidarity. They shall refrain from any action which is
contrary to the interest of the Union or likely to impair it
effectiveness as a cohesive force in international
relations.
The Council and the High
Representative shall ensure compliance with these
principles.
Article 42: Provisions on the
Common Security and Defence Policy
1. The common security and defence
policy shall be an integral part of the common foreign and
security policy. It shall provide the Union with an
operational capacity drawing on civil and military assets.
The Union may use them on missions outside the Union for
peace-keeping, conflict prevention and strengthening the
international security in accordance with the principles of
the United Nations Charter. The performance of these tasks
shall be undertaken using capabilities provided by the
Member States...
3. Member States shall make
civilian and military capabilities available to the Union
for the implementation of the common security and defence
policy, to contribute to the objectives defined by the
Council. Those Member States which together establish
multinational forces may also make them available to the
common security and defence policy.
Member States shall undertake
progressively to improve their military capabilities. The
Agency in the field of defence capabilities development,
research, acquisition and armaments (European Defence
Agency) shall identify operational requirements, shall
promote measures to satisfy those requirements, shall
contribute to identifying and, where appropriate,
implementing an measure needed to strengthen the industrial
and technological base of the defence sector, shall
participate in defining a European capabilities and
armaments policy, and shall assist the Council in evaluating
the improvement of military capabilities.
4. Decisions relating to the common
security and defence policy, including those initiating a
mission as referred to in this Article, shall be adopted by
the Council acting unanimously on a proposal from the
High Representative of the Union for Foreign Affairs and
Security Policy or an initiative from a Member State.
The High Representative may propose the use of both national
resources and Union instruments, together with the
Commission where appropriate.
I believe the above alone to be a serious wake-up call to anyone
who isn't aware that there is a legal framework being put into place
that will become the New
World Order headed by the
man of sin to deceive the world and implement his control over
the world
from Europe. The 27 members must still ratify the Treaty of
Lisbon, but there is little opposition and little understanding in
Europe regarding the ramifications to sovereignty. Ireland is the
only member state who will be holding a referendum allowing the
people to voice any opposition, but a big media campaign is working
to sing the praises of the Lisbon Treaty and warn of isolation if
anyone is opposed. So who has ratified it so far?

EU treaty in peril as Irish 'No' camp takes the lead

(June 6, 2008) - The Republic of
Ireland is set to reject the Lisbon Treaty, destroying ambitions to
salvage a draft European constitution. Rejection by only one of the
European Union’s 27 member states would mean that the treaty —
ratified by five parliaments so far — would fall. Ireland has been
the only country to put the treaty to a referendum. According to an
opinion poll published today in The Irish Times, 35 per cent of
people surveyed intend to vote “No” in next Thursday’s ballot, more
than double the 17 per cent figure in the newspaper’s last survey
three weeks ago. Support for the treaty has fallen from 35 per cent
to 30 per cent, with 28 per cent undecided and 7 per cent intending
to abstain. “It will take an unprecedented swing in the last week of
the campaign for the treaty to be carried,” The Irish Times says.
Pollsters said that many voters had admitted that they did not
understand the treaty, or what they were voting on. A “No” vote by
Ireland would upset plans to create an EU president and foreign
minister. The Lisbon Treaty is intended to streamline the workings
of the EU now that it has expanded from 15 to 27 members, which
means many more issues being decided by majority voting and the
effective loss of national vetoes. Many in the “Yes” camp fear that
the referendum will be a repeat of the one held in 2001 for the Nice
Treaty, when voters overwhelmingly said “No”, even though most of
the country’s political parties were in favour of the treaty. The
rejection was a major headache for European leaders, but was
overturned when the vote was held again a year later. This may also
be a factor in the current campaign, with voters believing that they
can take a “guilt-free poke” — as one potential “No” voter said this
week — in the knowledge that it could be overturned later.
MEPs to use
budget power over EU president perks

European Parliament are prepared to use their hold over the bloc's
purse-strings to try and make sure that the proposed new EU
president does not wield too much power. "The treaty is very
clear about the duties [of the president]," the head of the
parliament's budget committee, Reimer Boege, told EUobserver, noting
that it says the person can have an administrative role, "but not
take over an executive function." "Budget power is always used as a
weapon. This is a principle," said the centre-right German MEP. The
parliament, wary of upsetting the fine balance of power between the
EU institutions, will have a chance to use this weapon when it comes
to negotiations later this year on the 2009 budget. Mr Boege said
that MEPs will looking out to see that if any extra perks for the
president – a private plane and a residence are rumoured to be under
consideration – would be "linked to lowering the communitarian level
in the treaty", meaning reducing the power of the European
commission and boosting inter-governmental politics. The MEP urged
member states who are due to deliver a draft budget to the
parliament before the summer to show a "flexible and responsible
approach" and indicated that euro-deputies would be inclined to
accept a staff set-up for the president that does not exceed that of
the immediate staff of the European commission president (around
20). The first reading of the budget is due in October, but MEPs are
already fretting about the institutional implications of the
Lisbon Treaty, which is supposed to come into force by the beginning
of next year. Earlier this month, senior MEPs, including
parliament President Hans-Gert Poettering, met European Commission
President Jose Manuel Barroso to raise certain points about the
treaty, particularly concerning the remit of the proposed president.
The treaty foresees a purely administrative role for the
President of the European Council – the formal title of the post
- organising the meetings of EU leaders. However, there is the
potential for external representation overlap with the foreign
minister and the commission president, while the role is also set
to be defined by the person who gets the job. A powerful EU
president that is neither subject to parliamentary control nor
elected by citizens "would lead us to a pre-democratic situation,"
German centre-right MEP Elmar Brok told the constitutional affairs

Small state, small job and a safe pair of hands
European Voice
(April 18, 2008) - Having Luxembourg's
Jean-Claude Juncker as president of the European Council would best
suit the interests of the EU's powerbrokers, says John Wyles. I have
long thought that Jean-Claude Juncker could be a good prospect to
win the new role of president of the European Council. While I would
not bet my house on him, he must be the front runner following the
recent publication of a Harris Interactive online poll conducted in
five EU countries plus the US. Tony Blair may still be the candidate
of French President Nicolas Sarkozy (though I doubt it) and others
may think Angela Merkel prefers a European to a national role, but
the smart money must be on Juncker. In the Harris poll he attracted
1% support in France as a candidate for the presidential role, 2% in
Germany, 1% in Italy and even less in Spain and the UK. The
Luxembourg prime minister is favourite not because he is uniquely
qualified for the job. Nor is he a likely winner because his voice
would command attention in Moscow, Washington or Beijing, where he
may be accorded no more than a polite hearing. The prize will
probably be his because, with the kind of public support and
recognition unearthed by Harris, he is a perfect combination: no
threat to the powers-that-be in national capitals while also a safe
pair of hands. These advantages have earned several
Luxembourgers top jobs over the last 50 years and have already made
Juncker chairman of the Eurogroup of finance ministers. It has
always seemed to me infinitely improbable that the leaders of the
big member states would choose a political heavyweight such as Tony
Blair as their first president of the Council. It seems equally
unlikely that a political heavyweight would want the job, although
good authority says that Blair aches for it. As one of the political
godfathers of the Treaty of Lisbon and, therefore, presumably
familiar with its contents, his ambition is difficult to credit. No
matter how hard you try to stretch language, the tasks allotted
to the president of the Council are perfectly suited to a retired
Rotary Club chairman who knows how to drink his soup quietly.
Formally, he/she has to prepare and preside over meetings of the
Council and represent the Union on those formal occasions (signings
of trade agreements, political protocols etc) at home and abroad
that, in some people, sap the will to live. When they embraced
the draft Lisbon treaty, there is no evidence that it was in the
minds of the heads of state and government to appoint someone “who
might actually walk tall on the international stage” as Philip
Stephens, the Financial Times commentator, so hotly desired in a
recent article. There are other reasons for opting for Prime
Minister Juncker or his equivalent from another small member state.
Damaging turf battles between the presidents of the Council and
the European Commission and the High Representative (who is bound
to be known to the media as “Europe's foreign minister”) will be
an ever-present danger, but rather less likely if the Council is led
by someone who is not aspiring to be a master of the universe.
It will be difficult enough to establish clear institutional
coherence and responsibility with a High Representative anchored in
both the Commission and the Council of Ministers, without the
complication of a Council President competing for power in that
narrow space occupied by a common foreign and security policy.

It's the end of Britain as we know it

24, 2008) - The Lisbon Treaty spells the end of a
sovereign Britain. You might want to take that vacation in England
just as soon as you can – before its 1,000-year run as a sovereign
nation comes to an end. This winter, 27 nations of the European Union
(EU) signed the Treaty of Lisbon. You may think, "Innocuous enough," as
Portuguese-inspired visions of the Tagus River and chicken piri-piri
swirl before your eyes. But for England (Britain, actually) the Treaty
of Lisbon isn't that appetizing. That's because, if ratified, it will
become the decisive act in this creation of a federal European
superstate with its capital in Brussels. Britain would become a
province and its "Mother of Parliaments," a regional assembly. And
that's no small humiliation for a country that gave the world English
and saved Western civilization in the Battle of Britain in 1940. The
Eurocrat elite in Brussels might not admit it, but the Treaty of Lisbon
is essentially a constitution for a "country" called Europe. More
bluntly, it's a cynical repackaging of the EU Constitution rejected by
French and Dutch voters in 2005. Former Prime Minister Tony Blair
promised to put the EU Constitution to the British people in a
referendum. But his successor, Gordon Brown, has reneged on that
promise. He insists that the Treaty of Lisbon is shorn of all
constitutional content and that it preserves key aspects of British
sovereignty. On March 11, the bill to ratify the treaty cleared the
House of Commons. And now the Brown government is poised to win passage
in the House of Lords, too. But British resistance is stirring. In a
recent series of mini referendums, almost 90 percent of voters gave the
Lisbon Treaty an emphatic thumbs down and demanded a nationwide
referendum. If all 27 nations ratify the treaty this year, it will
begin to come into effect on Jan. 1, 2009. The British will then be
expected to transfer loyalty and affection to the EU and devote
themselves increasingly to its wellbeing. With its flag, anthem,
currency, institutions, regulations, and directives, the EU has long
been indistinguishable from a nation-state-in-waiting. Now the
Lisbon Treaty gives it those requisites of nationhood it's always
lacked: a president, a foreign minister (and diplomatic corps), a
powerful new interior department, a public prosecutor and full
treaty-making powers. Add to those its common system of criminal
justice, an embryonic federal police force, and the faintly
sinister-sounding European Gendarmerie Force, and what this union
becomes is a monolithic state with great power pretensions. Most
alarmingly, though, is that the Lisbon Treaty can be extended
indefinitely without recourse to further treaties or referendums.
That 27 European nations are on the verge of being reconstituted as a
federal European superstate is substantially the achievement of the
fanatical French integrationist Jean Monnet, for whom the nation state
was anathema. When British Prime Minister Edward Heath took Britain
into the Common Market in 1973, the country thought it was entering a
free-trade agreement. It hoped membership would sprinkle some
European stardust on Britain's shipwrecked economy. Mr. Heath, a
passionate Europhile, assured the country that membership would not
entail any sacrifice of "independence and sovereignty." Like Europe's
fervent integrationists, whose plans for political union had always been
disguised as increasingly beneficial economic integration, Heath
maintained the fiction that he had simply joined a trading bloc.
Britain had been a highly successful nation state and global power. Now,
it seemed, she needed Europe to reverse a relentless decline. Thus
when the British were asked to decide on continued membership in the
Common Market in a 1975 referendum, almost 70 percent voted to stay in.
The "Yes" campaign swept to victory on a platform of jobs, prosperity,
and peace. But the implications for the weakening of national
sovereignty went unheeded. Few recalled that in 1961 the
Anti-Common Market League had warned that signing the Treaty of Rome
(which created the Common Market) "would mean a permanent, irrevocable
loss of sovereignty and independence" and that Britain's affairs "would
increasingly be administered by supranational bodies … instead of by our
own elected representatives." Surrendering to supranational rule is
hard for Britain given its celebrated past. Its European neighbors, by
contrast, their histories indelibly stained by tyranny, military defeat,
and imperial barbarity, seem eager to subsume themselves in a
suffocating superstate. The Treaty of Lisbon crystallizes the EU's core
belief that nation states are every bit as defunct as Stone Age tribes.
In the case of Britain, though, it would curtail the freedom of action
and global vision of a nation whose people are far from convinced that
sovereign independence is a badge of shame. Britain could walk out of
the EU today simply by repealing the 1972 European Communities Act. But
political courage of that order is in short supply. Perhaps only Queen
Elizabeth II can rescue her realm from the baleful Treaty of Lisbon. She
could veto it when it comes to her for royal assent and – sensationally
– declare that she's not prepared to see her proud, independent,
liberty-loving country swallowed up by an arrogant, authoritarian, and
unloved European superstate. She would be in excellent company. Queen
Anne refused assent to the Scottish Militia Bill in 1708. And that was
only about a bunch of musket-toting rubes of doubtful loyalty. This is
about national survival.

This article makes several
valuable points. First of all, the road to a European State
being created through the
Treaty of Lisbon
began with free-trade agreements, exactly what the SPP is
working on with Canada and Mexico for a "North
American Union." This works to harmonize trade and laws to
international law, which is increasingly being dictated from
Europe. This shouldn't be any surprise to those that study Bible
prophecy as Europe is the center of the
circles of power
for the
fourth kingdom. The Treaty of Lisbon is the constitution
creating the nation of Europe, Rome revived and headed by the 10
member-states with voting powers from which
Javier Solana has
risen. He is the first one in line to take over the foreign
minister position created by the Lisbon Treaty. Even if the
treaty isn't ratified by all 27 members, certain powers will go
into effect January 1, 2009. The article also points out the
deception given to the public regarding these participations in
"trade blocs" that are not taking away sovereignty or
independence. However, what makes a nation sovereign? I posit
that self-determination is a factor and the ability to create
and enforce its own laws and money. Under the guise of
free-trade, law is internationalized and harmonized to the
extend that national law is dictated from outside in the
interest of international integration. That is global governance
in a nutshell and how the New World Order is coming into effect
silently and effectively. It makes the powerful richer and those
who see the problems cannot effect any change. Ireland is the
only country able to hold a referendum to stop the Treaty of
Lisbon, but a big media blitz to "inform the public" is probably
going to nullify that prospect of stopping it. What began in
Europe as "free-trade" has turned into unelected leaders
determining policy without the regard of the people they
"serve." Sure, that's national sovereignty! The bad news is that
if we are really in the end-times, there is absolutely nothing
we can do to change it. But the good news is that God is in
control and has a plan which He has revealed in His Word, the
Bible for those who have faith in His Word. My faith has grown
in study of it and

The NATO connection: Look out
America!
When we see how NATO fits into what is going down
and America's path through
the coming times seems tied into this global governance as the
North American Union 'a couple years away'.

COOPERATION ESTABLISHED BY ARTICLE I-41(6) AND ARTICLE III-312
OF THE CONSTITUTION
THE
HIGH CONTRACTING PARTIES,
HAVING
REGARD TO Article I‑41(6) and Article III‑312 of
the Constitution,
RECALLING that the Union is pursuing a common
foreign and security policy based on the
achievement of growing convergence of action by
Member States;
RECALLING that the common security and
defence policy is an integral part of the common
foreign and security policy; that it provides
the Union with operational capacity drawing on
civil and military assets; that the Union
may use such assets in the tasks referred to in
Article III‑309 of the Constitution
outside the Union for peace‑keeping,
conflict prevention and strengthening
international security in accordance with the
principles of the United Nations Charter;
that the performance of these tasks is to be
undertaken using capabilities provided by the
Member States in accordance with the principle
of a single set of forces;
RECALLING that the common security and defence
policy of the Union does not prejudice the
specific character of the security and defence
policy of certain Member States;
RECALLING that
the common security and defence policy of the
Union respects the obligations under the North
Atlantic Treaty of those Member States, which
see their common defence realised in the
North Atlantic Treaty Organisation,
which remains the foundation of the collective
defence of its members, and is
compatible with the common security and defence
policy established within that framework;
CONVINCED that a more assertive Union role in
security and defence matters will contribute to
the vitality of a renewed Atlantic Alliance, in
accordance with the
Berlin Plus arrangements;
DETERMINED to ensure that
the Union is
capable of fully assuming its responsibilities
within the international community;
RECOGNISING that the United Nations
Organisation may request the Union’s assistance
for the urgent implementation of missions
undertaken under Chapters VI and VII of the
United Nations Charter;
RECOGNISING that the strengthening of the
security and defence policy will require efforts
by Member States in the area of capabilities;
CONSCIOUS that embarking on a new stage in the
development of the European security and defence
policy involves a determined effort by the
Member States concerned;
RECALLING the importance of the
Minister
for Foreign Affairs being fully
involved in proceedings relating to permanent
structured cooperation,
HAVE
AGREED UPON the following provisions, which
shall be annexed to the Constitution:
Article
1
The
permanent structured cooperation referred to in
Article I‑41(6) of the Constitution shall be
open to any Member State which undertakes, from
the date of entry into force of the Treaty
establishing a Constitution for Europe, to:
(a)
proceed more intensively to develop its defence
capacities through the development of its
national contributions and participation, where
appropriate, in multinational forces, in the
main European equipment programmes, and in the
activity of the Agency in the field of defence
capabilities development, research, acquisition
and armaments (European
Defence Agency),
and
(b)
have the capacity to supply by 2007 at the
latest, either at national level or as a
component of multinational force groups,
targeted combat units for the missions planned,
structured at a tactical level as a battle
group, with support elements including transport
and logistics, capable of carrying out the tasks
referred to in Article III‑309, within a period
of 5 to 30 days, in particular
in response to requests from the United Nations
Organisation, and which can be sustained for an
initial period of 30 days and be extended up to
at least 120 days.
Article
2
To
achieve the objectives laid down in Article 1,
Member States participating in permanent
structured cooperation shall undertake to:
(a)
cooperate, as from the entry into force of the
Treaty establishing a Constitution for Europe,
with a view to achieving approved objectives
concerning the level of investment expenditure
on defence equipment, and regularly review these
objectives, in the light of the security
environment and of the Union’s international
responsibilities;
(b)
bring their defence apparatus into line with
each other as far as possible, particularly by
harmonising the identification of their military
needs, by pooling and, where appropriate,
specialising their defence means and
capabilities, and by encouraging cooperation in
the fields of training and logistics;
(c)
take concrete measures to enhance the
availability, interoperability, flexibility and
deployability of their forces, in particular by
identifying common objectives regarding the
commitment of forces, including possibly
reviewing their national decision‑making
procedures;
(d)
work together to ensure that they take the
necessary measures to make good, including
through multinational approaches, and without
prejudice to undertakings in this regard within
the North Atlantic Treaty Organisation, the
shortfalls perceived in the framework of the
‘Capability Development Mechanism’;
(e)
take part, where appropriate, in the development
of major joint or European equipment programmes
in the framework of the European Defence Agency.
Article
3
The
European Defence Agency shall contribute to the
regular assessment of participating Member
States’ contributions with regard to
capabilities, in particular contributions made
in accordance with the criteria to be
established, inter alia, on the basis of Article
2, and shall report thereon at least once a
year. The assessment may serve as a basis for
Council recommendations and European decisions
adopted in accordance with Article III‑312 of
the Constitution.

wants in the Medellin murder case, now being heard before the U.S.
Supreme Court, is "bizarrely grotesque," according to the chief counsel
for the
Alliance Defense Fund. And
the warning from ADF Chief Counsel
Benjamin Bull notes that the case, being pursued by President Bush
through the Department of Justice, could result in U.S. laws being
subjugated to U.N. resolutions and rules to the point that local police
officers will have to spend more time studying international law than
catching criminals.

Response Force
Allied leaders
announced at Riga that the NATO Response Force (NRF) had
reached its full operational capability. The
technologically-advanced force is made up of land, air, sea and
special forces components that the Alliance can deploy quickly
wherever needed. It is capable of performing missions
worldwide across the whole spectrum of operations, including
evacuations, disaster management,
counterterrorism, and acting as an initial
entry force for larger, follow-on forces. It can number up to
25,000 troops and start to deploy after five days’ notice and
sustain itself for operations lasting 30 days or longer if
re-supplied. The Secretary General [Jaap de Hoop Scheffer]
described achieving full operational capability for the NRF as
“a major accomplishment because it gives the Euro-Atlantic
community unprecedented capability.” NATO leaders agreed at
Riga on common funding of short-notice deployments of the NRF,
an agreement that should act as an incentive for countries to
participate in future rotations of the force...
...At Riga, NATO
leaders launched a special operations forces transformation
initiative to increase joint training and doctrine
development, improve equipment, and enhance
interoperability. The Allies also directed further work in a
number of other areas that are vital to modern operations,
including air-to-ground surveillance, logistics and
intelligence-sharing. These and a broad range of other
activities illustrating NATO’s transformation in action were
displayed at a Transformation Exhibition during the Summit.
Transformation costs money. The Riga Summit declaration stated
Allies’ commitment to continuing to provide, individually and
collectively, the resources necessary to allow NATO to perform
the tasks demanded of it. They therefore called on member
nations with declining defence spending to increase this
spending in real terms...
The question becomes then what
constitutes terrorism? When we start to examine the beginning stages
of the attack on thought mixed with the goal of the Alliance of
Civilizations to fight against those claiming sole ownership to the
Truth, the definition of a terrorist could easily become a thought
crime issue and with lies repeated loud enough and long enough mixed
with people claiming to be Christian but acting contrary to the
Bible's dictates I'm sure will be used to destroy Christianity and
support the worship of the man of sin as the Bible foretells will

NATO Backs Turkey's Alliance of Civilizations Initiative

and the goal ultimately is to have civilian and military forces
act as one to support the governmental system in development today
and enforce the laws and rules as dictated from Mr. Europe. We are
seeing power through trade and political agreements asserted on the
world's unsuspecting population, showing how it is possible for
those not watching to miss all that is being fulfilled around them.
Keeping the peace
International

For months, for years, we have been deeply distressed, yet
powerless, with respect to the tragedy in Darfur. Two weeks ago,
despite the troubles in Chad, Europe gave itself the means to
protect the victims and to rebuild their villages in eastern Chad.
At the behest of France, and thanks to the efforts of our European
partners, the European Union - implementing a unanimous UN Security
Council resolution - launched its Eufor operation. There will
finally be help and comfort for women - who up to now were raped or
killed as soon as they left their camps - and for hungry children.
This is no small achievement. I've just returned from Goz Beida in
eastern Chad, and I will never forget the enthusiastic welcome the
European soldiers received from displaced persons and refugees. The
launch of an autonomous EU operation in Africa, led by an Irish
general with a Polish deputy and bringing together troops from some
15 countries, illustrates how far we have come in building a
European defense. It is now desired and supported by nations that
until very recently remained skeptical. We have been working to
build a European defense since the 1990s.
The Europeans needed military means
commensurate with their political ambitions. How could we hope to
influence a crisis or negotiations without the means to back up our
words? "The Union must have
the capacity for autonomous action, backed up by credible military
forces, the means to decide to use them, and a readiness to do so,
in order to respond to international crises," concluded the
Franco-British Saint-Malo Summit in 1998.
The European
Security and Defense Policy inscribed in the Lisbon Treaty is
finally allowing us to meet this need. In the future, if we
wish to do so, the EU will be able to fully assume its role on the
international scene. No one can deny that this is a major asset for
peace in the world. The approximately 15 civilian and military
operations that Europe has already conducted since 2003 in the
Balkans, in Africa, in the Middle East, in Afghanistan and as far
away as Indonesia, largely attest to this. In each of them, the EU
was guided by a single ideal: to save lives, to avert war, and to
work for reconstruction and reconciliation when the international
community had been unable to prevent conflict. Each time we did so
with a concern for effectiveness and pragmatism, with or without
direct support from the Americans.
Our vision of relations
between the EU and NATO is that they should be founded on this same
pragmatism. In some cases, the EU has used its own military
means, as it did in Congo in the past and is doing in Chad and the
Central African Republic today. In other situations - Bosnia, for
example - the EU benefited from NATO support.
Now, in a growing number of crises,
the EU and NATO are deployed together on the ground. That is
sufficient to show that there is not competition but rather
complementarity between the two organizations.
How could it be otherwise when 21 of
the 26 NATO allies are members of the EU, and 21 of the 27 EU
partners are members of NATO? Moreover, it is these
individual nations that decide on a case-by-case basis what is the
most appropriate framework for their actions.
And it is they who supply troops
and equipment - there is no EU army, just as there is no NATO army.
And all the parties remain free. This very simple truth means
that European defense relies on the commitment of each state and
that all may do their share. It presumes that all European countries
make the effort to ensure that the security of all is no longer
guaranteed or financed by only a few. As France is one of the
largest contributors to both EU and NATO operations, it is in our
interest, even more than in that of others, for the two
organizations to work more effectively together. The positions
expressed by President Nicolas Sarkozy last fall are clear: A
tireless promoter of European defense, France is at the same time a
key member of NATO, whose forces it has commanded on several
occasions, particularly in Kosovo and Afghanistan. Our new approach
to NATO is not an alignment but rather a strengthened European
dynamic. Some claim that the United
States remains opposed to a European defense, as it would weaken
NATO. This claim no longer appears to be true. Recent statements by
high-ranking U.S. officials in Paris and London indicate that
Washington - aware of the challenges we must face together -
acknowledges the necessary complementarity of the two organizations.
Trust is built over time and through reciprocity: Our openness to
the United States and American support for the EU autonomously
assuming its responsibilities shall advance hand in hand. European
defense and Europe's anchorage in the Atlantic alliance are two
facets of the same defense and security policy, pursued in the name
of the values we share. The EU presidency, which France will assume
on July 1, must allow us to open new perspectives in the field of
security and defense, to fight against terrorism and proliferation
more effectively, to reinforce our energy security, and to prepare
the implementation of permanent structured cooperation open to all
27 member states, as made possible by the new treaty. We will
resolutely strive toward that aim. We are already preparing
ourselves under the presidency of our Slovenian friends. This
progress will give full meaning to the renewal of our relationship
with NATO.

United Nations to expand police force Associated
Press (November 1, 2007) -
With the world facing new security threats, the U.N. is planning
for an unprecedented expansion of its police missions. U.N.
officials say a shift in the nature of conflicts requires
revamped peacekeeping operations. Traditionally, the U.N. has
facilitated peace between warring states by sending its
blue-helmeted soldiers to man buffer zones between their armies.
But today, interventions are increasingly focused on settling
civil wars.
Then there’s what Holly Pivec posted at Fulfilled
Prophecy:
Recommendation 666 Emergency Powers Incorporated Into EU Treaty
Here’s big news for students of
end-times prophecy. The Assembly of the Western
European Union has just released a consolidated
version of the provisions of the “Lisbon Treaty”
(the European Union’s new Reform Treaty) that relate
to the EU’s common foreign and security policy. The
document shows how the Lisbon Treaty incorporates
the emergency powers from the Western European
Union’s Assembly Recommendation 666. This means
that, in the event of a crisis, the new High
Representative of the Union for Foreign Affairs and
Security Policy will have the same extraordinary
powers to step in and take control of the EU’s
military that the old High Representative for the
Common Foreign and Security Policy did. This appears
to, in effect, enshrine Recommendation 666 into the
new treaty. Compare the clause from the Lisbon
Treaty with the correlating clause from
Recommendation 666.The Lisbon Treaty says (see
Article 16, page 10):
2. In
cases requiring a rapid decision, the High
Representative, of his or her own motion, or at the
request of a Member State, shall convene an
extraordinary Council meeting within 48 hours or, in
an emergency, within a shorter period.
The WEU’s Assembly
Recommendation 666 says (see
No. 12):
12. Support proposals for the
WEU Secretary-General and CFSP High
Representative to preside over the PSC and
civilian crisis-management machinery and give
him powers to convene the Council of the
European Union in the event of an emergency;

An article by our reader and
contributor affectionately known to us as “Rich of
Medford” The final report of the United
Nations’ Alliance of Civilizations (AoC) initiative
was released last month. In addition to its usual
goal of combating exclusivist ideology, the report
contains some interesting elements:
1) Exclusivist ideology is
defined as “those who feed on exclusion
and claim sole ownership of the truth.
(Christians, read
John 14:6
as you consider this statement.)
John 14:6 Jesus saith unto him, I am the way, the
truth, and the life: no man cometh unto the
Father, but by me.
2) The core issue identified
to be the bridge between the West and Islam is
resolution of the Israeli-Palestinian conflict. 3) The global and problematic players in this
conflict have been identified as the adherents
of the three monotheistic faiths. 4) Failure to resolve this conflict will result
in a failed Alliance of Civilizations.
Also noteworthy is that the AoC
has identified the European Union’s Barcelona
Process as one of the frameworks in which it intends
to operate. For those unfamiliar with the Process,
it is the foundation of the EU’s political,
economic, and social policy. The Process, also known
as the Euro-Mediterranean Partnership, is
represented as the only platform that can solve the
Israeli-Palestinian conflict. The social dimension
of the Process, with implementation facilitated by
the Anna Lindh Foundation, cooperates with the AoC
and shares the common goal to combat religious
fundamentalism worldwide. So what happens to the
adherents of the monotheistic faiths if the peace
process fails? Lucis Trust, one of the contributors
to the AoC initiative gives us an idea. In its
publication The Rays and the Initiations, Lucis
Trust says that those faiths are but three dead and
gone religions with Judaism being old, obsolete, and
separative. Christianity, they say, has served its
purpose and the new age Christ will replace the
Gospel with a new truth. As for Muslims, they will
accept the new age Christ as their Imam Mahdi “who
will lead them to light and to spiritual victory.”
The objective of the AoC, therefore, is “to enforce
an Alliance of Civilizations against all those
who…give prevalence…to a logic of division and
confrontation.” Since the Alliance intends to be
fully prepared to enforce its objectives by 2009, I
suspect that’s when they will introduce their
symbol. Timing is everything. The European
Commission has just submitted a document to the
author of the Barcelona Process that it is time to
deliver. If the planners of the AoC really mean what

As we see from the above, NATO is connected to
this military availability for future “emergencies” as defined on
the fly as needed for Europe to intervene through military and
civilian means. So if global terror were to break out for some
reason or another, by some religion, then a reaction to a global
threat from fundamentalist religions as defined in the Alliance of
Civilizations could begin. I wonder what the emergency could be that
will unleash this war on the saints, beginning with Israel?

Revelation 13:2b-3 …the dragon gave him his power, and his seat, and
great authority. And I saw one of his heads
as it were wounded to death; and his deadly
wound was healed: and all the world wondered after
the beast.
The abomination of
desolation is when an idol is placed in the Holy of Holies on the
Temple Mount in Jerusalem. It has happened once before and the
rededication of the temple from that time is being celebrated now at
Chanukkah. According to Bible prophecy the beginning of the great
tribulation is when the man of sin, the prince of the
revived Roman Empire, declares himself to be god in the Holy of
Holies, setting himself as an idol to be worshipped. We’ve seen how
zealous Jews react to this abomination of desolation at the
Maccabean Revolt. I believe this explains the mortal wound of
the man of sin from which he’s healed. For reasons stated in
the coming times, I believe Israel will be back to Old
Testament worship because of God’s intervention in the
Magog invasion attempt.
This also all sounds very much like what
Albert Pike wrote in 1871 regarding plans for three world
wars to bring about a
New World Order and what the New Age world religion is
pointing toward:
“Then everywhere,
the citizens, obliged to defend themselves against the world
minority of revolutionaries, will exterminate those
destroyers of civilization, and the multitude, disillusioned
with Christianity, whose deistic spirits will from that
moment be without compass or direction, anxious for an
ideal, but without knowing where to render its adoration,
will receive the true light through the universal
manifestation of the pure doctrine of Lucifer, brought
finally out in the public view. This manifestation
will result from the general reactionary movement which will
follow the destruction of Christianity and atheism, both
conquered and exterminated at the same time.”
